- THE SOLICITATION FOR THIS PROJECT WILL BE POSTED ON OR ABOUT APRIL 23, 2014. Description: The Forest Service has a requirement for thinning, handpiling, pruning and girdling on the Umatilla National Forest, Wallowa Whitman National Forest and Hells Canyon National Recreation Area in Oregon. It is our intent to issue a multi-award, 5 year, Indefinite Delivery Indefinite Quantity (IDIQ) type contract, accomplishing work through the issuance of Task Orders competed against the contractor pool. Districts that may provide task orders for work include: On the Wallowa Whitman National Forest - Whitman RD, La Grande RD, Wallowa Valley RD, Hells Canyon NRA and on the Umatilla National Forest - Walla Walla RD, Heppner RD, Pomeroy RD, and North Fork John Day RD. The work includes, but is not limited to, hand thinning, hand piling, pullback, tree girdling, lopping and scattering slash, bucking slash, and other activities that coincide with this type of work. Deviations and additional specifications will be identified in individual Task Orders. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P). Contractors shall be in SAM, adhere to all MSPWA and H2B regulations and be set up to process all invoices electronically.
