- Request for Proposal SPE601-14-R-0314 and 5 Attachments: Statement of Objectives, MIL-PRF-27401G dated 7 August 2013, Transport Equipment Delay Certificate Form H14, Contractor Performance Data Sheet and Aerospace Clauses. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is SPE601-14-R-0314 and is issued as an request for proposal (RFP), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 (FAC), as supplemented with additional information included in this notice. The Government intends to procure an estimated 283 TN (ton) of Liquid Nitrogen, Type II, Grade B, IAW MIL-PRF-27401G dated 7 Aug 2013, NSN 9135-00-965-2526, this product will be delivered f.o.b. destination into a Government-owned storage tank at NAWS China Lake, CA, Continental United States (CONUS). The solicitation will also contain line items for associated Services such as Tank-Over Pressure Protection, Detention, and Hot Fills. This competitive procurement should result in the award of a single 3 Year and 2-Month Firm Fixed Price, Requirements Type Contract. The contract's ordering period will begin on 01 Jun 2014 and end on 31 Jul 2017. All responsible sources may submit a proposal which shall be considered by the agency. All potential offerors should contact the contract specialist identified above for additional information and or to communicate concerns. Offerors are required to have the capability to support bulk shipments. Award will be made to the offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2.
