- This is a synopsis/pre-solicitation notice for non-commercial services as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCCD Philadelphia seeks to competitively award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures (SAP). This procurement is being issued on an Unrestricted basis. Interested persons may identify their interest and capability to respond to the requirement. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for the removal of a 5 foot pressure tank and it's associated two end closures as follows: 1. The vendor shall provide men and equipment to remove, intact, the 5 foot pressure tank and its associated two end closures from the basement area of Building 19, A-Bay. The tank and end closures shall be delivered by the vendor to Aberdeen Proving Grounds where they shall be unloaded at the Navy's direction and expense. 2. The vendor shall provide men and equipment to remove, either intact or cut down, the 5 foot pressure tank's closure system (2 yokes) and associated hardware components form the basement area of Building 19, A-Bay. Upon removal from the basement area, the vendor shall deliver the closure system to Montgomery Scrap Corp in Rockville for recycling. Proceeds from the recycling shall be returned to NSWCCD as per normal metal recycling. 3. When possible, NSWCCD shall provide a crane operator and use of the bay's overhead crane to lift components, within capabilities, for the vendor. 4. The vendor shall comply with NSWCCD safety and health rules and regulations. 5. The vendor shall work during normal business hours. The required target date for the tank removal and its associated two end closures is 1 August 2014. The NAICS Code for this procurement is 562111. This announcement does not constitute a solicitation. Specific details will be provided in the solicitation Request For Quote (RFQ) N65540-14-T-5132, which will be posted on the World Wide Web at https://www.neco.navy.mil/ (click on Business Opportunities) and http://www.fedbizopps.gov/ (click on Vendors), at least 15 days after posting of this notice.
