- The Naval Medical Logistics Command (NMLC) intends to award a sole source indefinite delivery indefinite quantity (IDIQ) contract under the authority of FAR 6.302-1 to Covance Research Products (Covance), Denver, PA, 17517, to male Rhesus Non-human Primates (NHP) of Chinese and Indian Origin in support of research for hemorrhagic shock-resuscitation projects at NAMRU-SA. The requirement is for a minimum of 8 and a maximum of 80 healthy male Imported Rhesus non-human primates (NHP) of Chinese origin and male Domestic Rhesus NHPs of Indian origin. The contract requires NHPs with known blood types A, B, or AB to carry out individual procedures in order to match with experimental agents. The facility requires NHPs to be TB negative and have a clean fecal reading. In addition, incoming NHP to the vivarium must have Tetanus Toxoid vaccine, Hepatitis A vaccine, B Virus Testing, Simian Retrovirus testing, testing for Measles titers, SIV, and STLV-1. The period of performance for this contract is anticipated to be a base period of 12-months, followed by one 12-month option period for a total of 24-months. The total estimated value of this requirement is $816,352.00 (base plus options). The identified vendor was utilized by the Naval Medical Research Center (NMRC) under a previous protocol and the current approved protocols are a continuation of NMRC's research and it is incumbent upon NAMRU-SA to duplicate NMRC's processes. A critical linchpin to the overall integrity of the NAMRU-SA study will be the ability to maintain uniformity in the processes and the supplies that were used in the NMRC project. Slight variations from the NMRC controls and markers will make it impossible to validate this critical data and withstand any creditable peer review. This consistency is paramount toward ensuring the scientific data generated is reliable, which is critical when testing different vendor devices under that same research environment. Uniformity is the key toward obtaining valid and reliable data and this is attained through standardization and duplication of the processes and materials used in previous studies. This identified source and the material requested is commensurate with one of the parameters used in the NMRC research project and will assist in establishing the required controls to maintain overall integrity of the NAMRU-SA research effort. Use of another vendor would result in inconsistent results and could negatively impact the integrity of the entire study. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 3:30 PM Eastern Time, 23 April 2014 will be considered by the Government.
