- Justification and Approval The Naval Air Systems Command issued a Cost Plus Fixed Fee delivery order under the Basic Ordering Agreement N00019-11-G-0001 to The Boeing Company for supplies and services associated with Engineering Change Proposal 6314 for the Active Electronically Scanned Array (AESA)-Power Conditioning Unit Reliability Improvement upgrade. The procurement was procured under the authority of 10 U.S.C. 2304(c) (1) and FAR 6.302-1,' Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements. The Boeing Company has the requisite radar knowledge, experience and is the sole designer/developer and manufacturer of the F/A-18 aircraft.
