Description
This is a Sources Sought Synopsis, in support of market research purposes only. The Department of State's Office of Acquisition Management, on behalf of the Export Control and Related Border Security (EXBS) program is seeking potential small business sources that are capable of providing services, including training and consultations on improving the legal/regulatory framework and all other aspects of a comprehensive export control system, support for multilateral conferences to facilitate regional cooperation on export/border control reform, country assessments and analyses, and information technology (IT) support such as for the Tracker automated licensing system, a program specifically designed to assist foreign government officials and the strategic trade industry with administering national export control systems, and web development. Although the EXBS program's original focus was on the WMD "source countries" in the Former Soviet Union (Russia, Ukraine, Kazakhstan), to address the changes in the proliferation threat, the program has broadened to include states on potential smuggling routes in Eastern and Central Europe, the Balkans, Central Asia, and the Caucasus, as well as to potential "source countries" in South Asia and countries with major transshipment hubs in the Mediterranean, Middle East, and Southeast Asia. As stipulated in FAR 15.201, responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this Sources Sought is voluntary. This Sources Sought is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any Government assessments. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. The Government's evaluation of the Capabilities Package received will factor into whether any forthcoming solicitation will be conducted as a full and open unrestricted competition, a set-aside for small businesses, or any particular small business designation (e.g., HUBZone, SDVOSB, WOSB, VOSB, SDB, etc.). Should your firm be interested in this requirement, please only electronically submit your company's Capabilities Package data in no more than 25 pages of 8.5" X 11", using at least 10 point font with 1 inch margins, and pages numbered consecutively. Capabilities Package: All interested small business firms shall submit a Capabilities Package that explicitly demonstrates company capabilities, indicating examples of Key Required Components that include providing services including training and consultations on improving the legal/regulatory framework and all other aspects of a comprehensive export control system, support for multilateral conferences to facilitate regional cooperation on export/border control reform, country assessments and analyses support, and information technology support services such as Tracker and web development. Key Required Components: World-wide development and delivery of services with the goal to assist other governments in bringing their export and border control systems up to international standards and in establishing and implementing an independent capability to detect and interdict illicit trafficking in weapons of mass destruction (WMD), WMD related items and conventional arms, including: --Training and Exchange Support on all areas of a comprehensive export control system, including licensing procedures and practices, government outreach to industry, border control inspection/detection, cargo targeting, dual-use controls and controls over intangible transfers of technology, and commodity classification. --Support for Multilateral Conferences and Training Seminars to facilitate regional cooperation and share common experiences on export/border control reform. --Consultations on improving the legal/regulatory framework and other aspects of a comprehensive export control system. --Country assessment and analysis support. --IT support services such as Tracker and web development. The Capabilities Package should include at a minimum: i. Contractor Name ii. Address iii. Point of Contact with phone number(s) and email address iv. DUNS number v. Anticipated subcontractors and teaming arrangements, if any. Delineate between work to be accomplished by the prime, sub-contractors, and teaming partners; and percentage of work to be accomplished by the prime. vi. GSA contract and SIN numbers, or other established contract vehicles and contract numbers, if applicable. vii. Answers to Sources Sought Questions The North American Industry Classification System (NAICS) Code is 611699 Other Miscellaneous Schools and Instruction with a U.S. Small Business Administration Size Standard of $10M. Questions 1. What is your company experience with Key Required Components of Training and Exchange Support related requirements for course development, providing on-site foreign training and delivery for an audience of more than 25 on topic? 2. Does your company procure and deliver Key Required Components of Training, Policy Exchanges, Multilateral Conferences, and IT support services to international destinations? If so, what countries do you have staff located in, to facilitate the logistics of support services deliveries? 3. What is your company experience performing the Key Required Components services with world-wide travel, at times in hazardous locations? If so, please explain in detail the locations, duration, work conducted during stay abroad, and how your company addressed security concerns. 4. Do the listed Key Required Components for the listed support services to foreign governments meet the definition of FAR Subpart 2.1 Commercial Item Services for your company? If not, identify the Key Required Components that preclude this as Commercial Item Services. 5. What are the customary Marketplace Terms and Conditions of firms engaged in the Key Required Components for the listed support services, such as types of contracts, financing, and discounts; considering the nature and risks associated with this scope? The Department is interested in hearing the strategies small businesses propose to lower the costs and acquire efficient and effective Key Required Components support services.
