The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, contemplates issuing a purchase order to meet the requirement for fire suppression systems to be stored in ISO containers. This requirement is realized from the relocation of containers from a government owned facility to a government leased facility that requires compliance with local and nationally recognized code regulations. It is impractical to provide the suppression from the building system since the containers must remain mobile. These fire suppression systems shall provide an appropriate level of independent fire suppression for each container while in use as stationary storage in the warehouse or on the job site in compliance with the requirements identified by the local authority and NFPA 70.24. Vendors can review additional specific requirements in the attached Requirements Document. The North American Industry Classification System (NAICS) is 339999, with a size standard of 500 employees. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for quote of any kind. The FAA is not seeking or accepting quotes at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor ™s expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to encourage statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the an independent fire suppression for ISO containers. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: - Type of services and products provided by your firm - Number of years in business - Clearly state whether you can design, manufacture, deliver and install an independent fire suppression system with requirements identified in NFPA 70.24 and local authority for Fife, WA. Attached is a Business Declaration Form. Please respond by reviewing the attached Requirements Document and submitting a filled-out and signed copy of the Declaration form (please submit electronically, email to address below). All responses to this market survey should be received by24:00 p.m. Central (Oklahoma) Time, Monday, April 14, 2014. No entitlement to payment of direct or indirect costs or charges by the FAA will arise as a result of submission of responses to this market survey and the FAA's use of such information. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
