Description
The U.S. Department of Health and Human Services/Program Support Center/Acquisition Management Services intends to award a sole source contract to Lyceum LLC, utilizing acquisition procedures under the authority of FAR Part 6.302-1, for the Department of Health and Human Services/ Office of the Assistant Secretary for Health. This acquisition is for activities supporting the migration of Commissioned Corps payroll and personnel services from the legacy CCP payroll and personnel system to the Coast Guard's Direct Access system. The objective of the acquisition is to procure technical and subject matter expertise on the CCP system so that the Corps can successfully extract pay and personnel data from the CCP system to upload into the Coast Guard's Direct Access system, so that the Coast Guard can consult with the subject matter experts regarding Commissioned Corps payroll requirements, and so that the retiree payroll and active duty payroll services are properly shutdown in the CCP system once payroll migration completes. Lyceum LLC owns and operates the CCP system which currently provides payroll and personnel services to the Commissioned Corps. The system is completely proprietary to Lyceum. Lyceum staff members are the subject matter experts on both the underlying data contained within the CCP system and the business processes and business rules which manipulate that data to produce a valid payroll. Lyceum must perform all off the programming work and changes on the CCP system; no other entity has access to the source code and to the development, testing, and production environments for the CCP system. This notice of intent is not a request for competitive quotes or proposals. However, interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses received within six (6) days of the issuance of this notice will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any response should be emailed to micah.kauzlarich@psc.hhs.gov by 5:00 PM, 14 April 2014. If no affirmative responses are received, the Contracting Officer will proceed with issuance of a solicitation to Lyceum LLC.
