- The Fleet Logistics Center Norfolk Philadelphia Office issues this Request for Information (RFI) to conduct market research for information and planning purposes to determine the existing market capability of businesses to provide high power coaxial relays. The coaxial relays are currently used in support of the Relocatable Over-the-Horizon Radar (ROTHR) systems. The current coaxial relays utilize a vacuum chamber technology and were procured on a sole source basis. The purpose of the coaxial relays is to be able to transfer an electrical load either to the radar or to ground at a rapid rate, an expected life time of 500,000 switches, and be able to switch with a maximum of 50 milliseconds. This request for information is to serve two purposes 1) determine if suppliers exist that can replace the current vacuum chamber coaxial relays and/or 2) determine if industry has alternate solutions that can meet the fit and function of the current coaxial relays. Any replacements or alternative solutions shall adhere to those specifications, standards, and technical data as identified in attachments 1. G338993 “ SPDT Vacuum Coaxial Relays and 2.G338992 “ SPDT Vacuum Coaxial Relays). Interested offerors possessing the requisite skills, resources, and capabilities necessary to provide the stated requirement are invited to respond to this request for information by providing their capability information via the submission of an executive summary. The submission should include the following information: a) Company name, address, point of contact with corresponding phone number and email address; and business size b) A rough order of magnitude (ROM) estimate of the cost of design/testing of the coaxial relay and production of one unit. c) General sketches and description of the coaxial relay replacement or alternative solution; d) New or developing technologies or proprietary products/processes associated with the responders concept; e) Estimated lead time to receive product once ordered f) A statement indicating an interest and the capability to provide the supplies as described and any capabilities identified in the attached specifications that the switch is unable to perform. Responses should identify solutions that require custom design and those that can be met with commercial off-the-shelf products (COTS). Please include product named and identifying number of COTS products. THIS NOTICE IS FOR PLANNING PURPOSES ONLY, and does not constitute an Invitation for Bids, a Request for Proposal, a Solicitation, a Request for Quotation, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement, nor will the Government return any data provided. No basis for claim against the Government shall arise as a result of this announcement or for Government use of any information provided. Respondents will not be notified of the result of the review.
