- Sources Sought for the Neutron Star Interior Composition Explorer (NICER) Project Vibration Dampers The Neutron Star Interior Composition Explorer (NICER) is an International Space Station (ISS) payload devoted to characterizing and understanding the exotic states of matter within neutron stars through X-ray timing, a technique that probes the time-variability of cosmic X-ray sources. NICER represents an opportunity to use the ISS for a unique mix of both high-value science and demonstration of an exploration-enabling technology. As a science experiment, NICER will reveal the structure, dynamics, and energetics of neutron stars, answering strategic questions posed by the National Academy of Sciences. As a technology demonstrator, NICER will use many of the same neutron stars as natural infrastructure for a Galactic GPS-like navigation system that will lead humankind throughout the Solar system and beyond. The NASA/Goddard Space Flight Center (GSFC) is issuing this Request for Information (RFI) to solicit information about potential sources for passive dampers for the NICER Project. The passive dampers shall meet the top level requirements as described in the document attached to this synopsis. The purpose of this notice is two-fold. NASA would like industry to evaluate this requirement to see if it could be considered a Commercial requirement in order to use FAR Subpart 12. Specifically, does industry have an existing commercial product that meets the NICER requirements? Further, NASA would like to identify any businesses that can meet the NICER requirements including small businesses (such as small disadvantaged business (SDB) concerns, Historically Black Colleges and Universities (HBCUs), minority institutions (MIs), veteran-owned and service-disabled veteran-owned small business, HUBZone, and women-owned small businesses (WOSBs)) that possess the technical capability to provide support for the requirements as a Prime Contractor or Subcontractor. Interested offerors having the necessary specialized capabilities to meet our requirements outlined in the attachment should submit a brief capability statement. This capability statement should indicate the ability to be the Prime Contractor or Subcontractor and perform all aspects of the effort described herein. It is insufficient to provide only general brochures or generic information. Additionally, your responses must include the following: name and address of firm, size of business; whether they are small, small disadvantaged, 8(a), HUBZone, and/or woman-owned, affiliate information: parent company, joint venture partners, potential teaming partners, and a summary of past relevant experience with the component mentioned above. Along with the capability statement, please provide your response on the commercial nature of this requirement. It is requested that capability statements be submitted as described in the previous paragraphs by electronic mail to: Julie Janus at Julie.A.Janus@nasa.gov, no later than 5:00 PM EDT on Tuesday, April 15, 2014. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. Upon review of the information provided to NASA, it is the Governments intent to release a Request for Proposal", which could lead to a contract award. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. An ombudsman has been appointed -- See NASA Specific Note "B".
