- THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. USAMRIID North Parking, Ft Detrick, Maryland This is a Sources Sought Notice to solicit capability statements from all qualified and interested Small Businesses, including SBA Certified 8(a) Firms, Certified HubZone Firms, Women Owned Small Businesses (WOSB), and Service Disabled-Veteran Owned Businesses (SDVOB) for the proposed work described, below. Small Business contractors must perform a minimum of 20% of the work. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The NAICS Code for the proposed acquisition is 237990 - Other Heavy and Civil Engineering Construction. The small business size standard is $33.5 Million. The order of magnitude is between $5,000,000 and $10,000,000. Project Description: This proposed contract consists of two projects. The first is to construct an asphalt parking lot with approximately 477 spaces with associated grading, access lanes, utilities, lighting, curb and gutter, associated water quality and landscaping. The second is to construct approximately 900 linear feet of high security decorative fence to match existing fences and install pole-mounted security cameras. The prime contractor will have to perform 40 percent of the work, including the administration of the project. It is expected that security camera work will be subcontracted to a specialty subcontractor. Interested sources must submit a narrative demonstrating their qualifications to perform work as described above. The narrative shall include a summary of qualifications, details of similar work experience, including dates of performance and references with contact information. Contractors should present and identify all expertise, types and number of equipment, bonding limits, and name and number of personnel. The contractor must have access to equipment to perform the work they will perform, and should describe the elements of work they would likely self-perform. The contractor must also have worked previously with the Federal government on a similar job and provide examples of those jobs and references (name and phone number) to assure expertise. The contractor should be familiar with the Federal safety manual and provisions of the Davis-Bacon Act. All contractor employees working at the project must be vetted to work on federal property. Vetting standards are availableat http://www.detrick.army.mil/standard/entry.cfm?entry_id=04C8F69E-C91D-C0E3-13D115C520C91B29 Employees must be either a U.S. citizen, green card holder, or in possession of a workers permit. These requirements, with no exceptions, must be met to be granted access to the work site. It would be a benefit to the offeror to have engineering and construction personnel familiar with USACE standards and practices for military construction projects. The period of performance will be approximately 365 calendar days. Qualified Small Business must submit the following at a minimum: 1. Company name, address, as well as a phone number and email address for a point of contact. 2. Company's CAGE Code and DUNS Number to verify your business status as a qualified Small Business, Small Disadvantaged Business, Service Disabled Veteran Owned SB (SDVOSB), Veteran Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Certified 8(a) or Women- Owned Small Business (WOSB). Contractors must be registered in SAM and Online Representations and Certifications Application (ORCA) at time of contract award, Please see www.sam.gov and www.bpn.gov for additional registration information. 3. Indicate the primary nature of your business. 4. Provide at least three (3) examples of projects, similar to the requirements described above, completed within the last 5 years. Please demonstrate experience in the type of work at the similar contract value, in a similar type of location. At least one of the submitted projects should be in karst-type rocky soils, similar to those found in Frederick County, MD or the surrounding counties. Include point of contact information for examples provided as past performance on indicated projects so that it may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. 5. What percentage of work can you perform with your own equipment? 6. A letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor. 10. Email responses are required. Narratives shall be no longer than 10 pages. Comments will be shared with the Government and the project management team, but otherwise be held in strict confidence. THIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
