- NASA/KSC has a requirement for Orion Assembly, Integration and Production (AI&P) Continuous Process Improvement Support for the First Article Build Experience for Exploration Flight Test 1 (EFT-1). NASA/KSC intends to purchase this service from a Mr. Richard Harris who provides a combination of strategic, programmatic, operational, management, leadership and technical consulting services for governmental space agencies and programs. Mr. Harris has specialized experience in providing strategic production planning, facilitation and implementation of Orions spacecraft assembly, integration and production which is directly relevant to the operations planning for the Orion Production Operations Office under NASAs Multi-Purpose Crew Vehicle (MPCV-Orion) Program. He is uniquely qualified based on his vast experiences, in-depth knowledge and insight and acute familiarity with the current Orions factory assembly processes and operations. His qualifications uniquely suit the specific requirement of independent consultant and advisor to perform lessons learned evaluation of the assembly integration and production of Orions Exploration Flight Test-1 (EFT1) vehicle and to develop a continuous improvement process post EFT-1 to ensure subsequent mission successes. His specialized knowledge in spacecraft production planning and implementation and in depth prior experience makes Mr. Richard Harris uniquely qualified to provide this support The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 22, 2014 to Christopher.Zuber@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
