- The US Army Corps of Engineers, Walla Walla District, intends to procure specialized services on a single-source basis, in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, and under FAR Subpart 13.5 procedures. These services are to provide supplemental law enforcement patrols at the US Army Corps of Engineers (CORPS) managed lands and parks. The CORPS has proprietary jurisdiction within Federal regulations over all project lands and waters, and the SHERIFF has jurisdiction and responsibility to enforce all state and local laws. The contractor must have the authority to arrest and detain individuals. The US Army Corps of Engineers, Walla Walla District, intends to enter into a firm-fixed price contract with the Whitman County Sheriff's Department, Colfax, Washington. Previously, the Whitman County Sheriff's Office was awarded contract W912EF-13-P-5038 on 30 April 2013 with the period of performance ending 30 April 2014. This is a recurring requirement. The NAICS code for this procurement is 922120 for which a size standard has not been established. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, responsible sources that believe they can meet the requirement may submit a capability statement by 15 May 2014, 1:00pm PST, which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
