Description
Introduction This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Background The Directorate of Emergency Services, (DES) Department of the Army Civilian Police (DACP) at Fort Polk La has a requirement to provide the community with timely and accurate information. DES is required to provide not only emergency information, but community outreach information as well. The best way to meet this requirement is through a mass emergency notification system. This solution must connect DES to the community via text, web, voice and email so the community can be informed of important notifications. The applications of civilian communications go well beyond emergency response; this solution must provide the tools necessary to effectively reach civilians for everything from community outreach to public relations to emergency mitigation. Purpose and Objectives The provided communication system will connect DES to the residents DES serves and protects. Residents can use the solution to receive information ranging from critical alerts to community news. Additionally, residents can choose how they receive this information - by SMS (text message), email, over the Web, or by mobile application. This solution must support the following applications: Emergency Mitigation, Crowd Control, Missing and Wanted, Emergency Preparation, Traffic Management, Press Releases, Emergency Recovery, Event Management, Misinformation Management, Hazardous Situations and Community Outreach. Project requirements The requested solution shall have the following capabilities: Total interface with state, parish and local jurisdictions, Local Public Safety Integration, National Law Enforcement Telecommunications System (NLETS) Redundancy, Fully integrated Google Interface (Google Public Alerts), 25 Keyword Public Groups/ 25 Private Groups (Accommodates both public and private notification (Business/other organization hubs), Provide 2-way, simultaneous community alerting & agency coordination too, Full integration with, Integrated Public Alert and Warning System (IPAWS), National Weather Service (NWS) Rebroadcast, Create fail-proof messages using voice recordings or text-to-speech functionality, Target messages with custom geographical mapping technology or customized lists. Uplinks to multiple voice carriers, Enhanced Reporting Tool, Unlimited 2-way TIPWATCH, Unlimited True SMS messaging, Unlimited Email notifications, Unlimited Web notifications, Unlimited Emergency Voice, Geographic targeting with pinpoint household accuracy, Subscriber choice of how to receive information (SMS (text message), email, over the Web or by mobile Application,, Setup and implementation, and 24 hour live support Other Important Considerations IAW AR 525-27, 1-18, 1-20, 2-2, 3-2, 5-2, the requested solution must support the development of a common operating picture, and the ability to interact with local agencies and population to receive support and to push out support in the event of an emergency. The requested system should support the interoperability of preparedness efforts of our civilian mutual aid community or National response assets to maximize successful emergency response to all-hazard incidents. As there is a significant population of Soldiers that reside off post, in our sounding communities, the requested solution should also be compatible with the system in use by the off post agencies in order to keep these Soldiers and their families informed of emergency situations. Fort Polk DES is currently operating with mutual aid agreements between the installation and the surrounding parishes. These agencies include the Louisiana State Police, Vernon and Beauregard Parish Sheriff's Department, Leesville, New Llano, Rosepine, Deridder Police Departments and their respective Fire Department and Ambulatory Services. Additionally, the Vernon Parish 9-1-1 Center is the primary Public Safety Answering Point covering the Fort Polk Community. The local government agencies that have a mass emergency notification system, (Louisiana State Police, Vernon Parish Sheriff's Office, Beauregard Parish Fire, City of DeRidder, Leesville City Police), utilize NIXLE 360. IAW AR 525-27 section 2-3 the installation is to be in compliance with the National Incident Management System. IPAWS is a tool that supports this requirement. The requested system must use Common Alerting Protocol standards in order to integrate with the IPAWS infrastructure. This integration with IPAWS provides an effective way to alert and warn the public about serious emergencies using the Emergency Alert System (EAS), Wireless Emergency Alerts (WEA), the National Oceanic and Atmospheric Administration (NOAA) Weather Radio, and other public alerting systems from a single interface. The requested solution must be fully integrated with NLETS. AR 525-27 Chapters; 1-20 requires coordination with local, state, tribal, and territorial governments emergency managers to ensure EM plans are mutually supporting and properly integrated. NLETS is the primary means law enforcement agencies utilize for the exchange of law enforcement-, criminal justice-, and public safety-related information. This integration ensures all mutual aid agencies are responding under a common operating picture, ensuring individual lines of effort have access to all pertinent information. This integration further supports the NIMS requirement of one coordinated effort. IAW AR 525-27 Chapter 6-3, the requested solution must allow for pinpoint geographical alerting which would only reach the residents in the targeted zone or building. This solution should also include a high capacity uplink system. It should also be of a design that enables the system to continue its intended operation, possibly at a reduced level, rather than failing completely, when some part of the system fails. The solution should provide industry leading account security, for subscribers, agency administrators, and any other data base, IE targeted zone maps. The solution must not resale or otherwise releases any subscriber or agency administrator information, this includes administrator designated public/private groups. The solution should provide timely subscriber counts, and provide IT security of this data. The solution servers should reside in a secure environment. Capability Statement Respondents' must provide a capability statement addressing each of the below requirements: i. Respondents' may include opinions about the difficulty and/or feasibility of the requirement possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts ii. Information regarding respondents' prior completed Government, DOD / D.A. specifically, contracts, references, and other related information iii. Respondents' may include any emergencies where their systems were utilized iv. Respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code v. Respondents' statement should be provided to Mr. Micah Kauzlarich via electronic mail at micah.kauzlarich@psc.hhs.gov and shall be submitted by 18 April 2014, 5:00 PM Eastern Standard Time vi. The statement shall be in Microsoft Word or Adobe PDF vii. The statement shall be limited to 5 pages, with 1-inch margins, and using not less than 12 point font. Respondents' are encouraged to be succinct and economical in their presentation. Excessive and elaborate submissions are unnecessary viii. Respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses, and ix. Any GSA contract/schedule information that may be a potential as an ordering vehicle. Disclaimer and Important Notes This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
