- Notice Information Solicitation: Bridge Contract for the Navy Helicopter Simulator Contractor Operation and Maintenance Services (COMS) and Simulator Aircrew Contractor Instructional Services (CIS) Task Order under the Fielded Training Systems Support multiple award contract (FTSS II) Agency/Office: Naval Air Systems Command Location: Naval Air Warfare Center Training Systems Division Title: Navy Helicopter COMS/CIS Task Order Bridge Extension J&A Statutory Authority: 10 U.S.C. 2304(c) (1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Note: this is not an Exception to Fair Opportunity under FAR 16.505 because the ordering period of the FTSS II contract has expired. Task Order Award Date: March 23, 2009 Description(s): Naval Air Warfare Training System Division (NAWCTSD) intends to issue a sole-source bridge extension to Fidelity Technologies Corporation for up to six months for the current Navy Helicopter COMS/CIS.. The Navy Helicopter COMS/CIS Task Order provides Contractor Operation and Maintenance Services (COMS) for training devices and Contractor Instructional Services (CIS) for classroom and simulators for USN and USMC pilots, aircrew and maintenance fleet users at the following sites: NAS North Island, CA, NS Norfolk, VA, NAS Jacksonville, and NS Mayport, FL and MCAS Quantico, VA. The following platforms are supported: MH-53E, VH-3, VH-60, SH-60B, MH-60S, SH-60R, SH-60F, and C-2A. A follow-on Navy Helicopter COMS/CIS Task Order was awarded on 18 March 2014 and an award protest was subsequently filed on 28 March 2014. The purpose of this extension and contract value increase is to provide continuous, uninterrupted services during the time necessary to resolve this award protest. The up-to six month bridge extension would add an additional period to the Navy Helicopter COMS/CIS task order from 31 May 2014 to 30 November 2014 at an estimated monthly cost of $982,564.00, for an additional $5.8M if all 6 months are needed. Current contract value is $44M. These services are available only from Fidelity Technology Corporation - the current incumbent contractor - because no other contractor can mobilize a qualified work force in the amount of time available to meet the Government requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available and no award will be made on the basis of quotes or offers received in response to this notice. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government.
