- FRGP - UCAR STATEMENT OF WORK Synopsis: The U.S. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) intends to negotiate on a noncompetitive basis with the University Corporation for Atmospheric Research (UCAR) to continue the Regional Optical Network ultra-high speed research and education network connectivity and associated services for the DOC/NOAA Boulder Colorado campus. NOAA requires Regional Optical Network ultra-high speed research and education network connectivity and associated services to satisfy the following objectives: 1. Collaborate and effectively pool the resources of local GigaPops as well as the members of the Internet2 and other research and education consortiums; 2. Provide real-time scientific visualization; 3. Provide rapid access to multi-media libraries and large distributed computational resources using meta-computing approaches; 4. Provide access for N-Wave sites to the Internet, national research and education networks, government research organizations, national and regional networks, and various R&D network test beds; 5. Provide connectivity between NOAA facilities for large scale distributed computing, distributed mass storage file systems and archival storage; 6. Provide the capability to very large single stream data rates between user desktops and large scale computational systems, databases, libraries as well as other systems; 7. Provide special dedicated connectivity between NOAA members or members of another Community. (Community is defined as a network with specific membership privileges accessible via I2 or other research and education partners); and 8. Provide short term dedicated (virtual) connectivity builds for special projects, exercises, and demonstrations. The Government intends to negotiate a Cost Reimbursement contract with a base year and four one-year option periods. It is projected that period of performance shall be initiated approximately on July 1, 2014. The NAICS code for this procurement is 517110 with a corresponding size standard of $25.0M. This notice is not a request for competitive proposals. It is the Government's belief that UCAR is the only entity capable of providing the required services. Suppliers who believe they can satisfy the Government's requirements may submit a capabilities statement not later than 15 calendars days from the posting of this announcement. Such statements must include written data and documentation which demonstrates an ability to meet the previously cited requirements. The statements must also include a detailed explanation which specifically outlines the vendor's plan to implement and manage a seamless integration with the existing Regional Optical Network ultra-high speed research and education network. All responsible sources must submit a statement of capabilities which is sufficient enough to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion.
