Description
This is not a request for quote; this is a special notice of the Government's intent to award a sole source, firm-fixed price contract to Northern California Art Conservators (a Woman-Owned, Small Business) pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The request for an art conservator is required as a result of a Memorandum of Agreement (MOA) between the Department of Veterans Affairs Palo Alto Health Care System located in Palo Alto, CA (VAPAHCS), and the Defense Language Institute (DLI) Foreign Language Center - Command Historian. Under this agreement ownership of named historical art will permanently transfer from the Historical Art from Defense Language Institute Command Historical (DLICH) to the VA once the final installation is completed in the new Monterey facility. Until final transfer, both parties agree to co-operate in the ownership. The art conservator shall be responsible restoration, collaboration and coordination with the A-E Firm, storage, delivery and final installation of named historical art. Dr. Payne (Art Historian /Commander for DLI) who is the signatory authority of the MOA recommended James Alkon's with Northern California Art Conservators. Mr. Alkons is an art conservator who originally appraised the pieces, decommissioned the items from the former Stillwell Hall and is currently storing the items in Sacramento, CA.
