- This Sources Sought synopsis is in support of Market Research being conducted by the 766th Specialized Contracting Squadron (United States Air Force) to identify potential Installation GeoBase Support Services sources, and if this effort can be competitive for a Small Business Set-Aside. This sources sought notice is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. The proposed North American Industry Classification Systems (NAICS) Code is 541370 which has a corresponding Size Standard of $14M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This Sources Sought is to notify companies that the U. S. Air Force, 766 th Specialized Contracting Squadron is seeking sources and market information for PACAF Installation GeoBase Support Services. SCOPE OF WORK: The contract will support Headquarters (HQ) PACAF, bases, airfields, and installations of consequence throughout the Pacific Area of Responsibility (AOR) to facilitate the adoption, development, and implementation of installation geospatial systems and GeoBase concepts through sustainment and evolution of the GeoBase Service according to AF Strategic Vision Goals and Objectives of the GeoBase Strategy Document, AFI 32-10112 Installation Geospatial Information and Services, and HQ PACAF Installation Geospatial Information & Services Strategic Plan with particular emphasis on web-based geospatial viewers and new applications that leverage current geospatial databases. A comprehensive, integrated set of geospatial technical services is required to further develop and sustain the PACAF GeoBase Service to include state of the art technical support services that will allow PACAF to achieve its mission while staying abreast of evolving technology. PACAF objectives include providing on-site support for geospatial data development and solutions implementation at each of the following locations (currently contractor staff positions at Republic of Korea Osan AFB are mission critical, in addition to two future position requirements located at HQ PACAF staff): Joint Base Pearl Harbor, HQ PACAF, Hickam, HI HQ 7th Air Force Joint Base Elmendorf -Richardson (JBER), AK 611th AF Eielson AFB, AK Osan Air Base (AB), Republic of Korea (ROK) Kunsan AB, ROK Kadena AB, Japan Misawa AB, Japan Yokota AB, Japan Airfields identified as potential Forward Operating Locations (FOLs); currently over 150 airfields and installations of consequence to the Pacific AOR Contractor representatives shall function as a liaison between these units and HQ PACAF to develop and maintain a viable partnership, and provide additional related technical assistance to develop and maintain installation GeoBase support. Surge Contractor support may also be Joint Region Marianas, Andersen AFB, Guam; Joint Base Pearl Harbor- Hickam (JBPH-H), HI; and other locations of consequence within the Pacific AOR. A combination of military, civilian and Contractor personnel staff each installation, normally led by a civilian or military head of the installation Geo-Integration Office (GIO). Generally, PACAF conducts imagery refresh on a five-year rolling cycle; i.e., imagery updates are scheduled at the different PACAF installations named below each year. The Contractor shall provide Information Technology (IT) Support in the areas of GeoBase systems and related programs. The area of new enterprise development requires a Contractor with a global reach who can evolve as the technology evolves. The Contractor shall assist with the implementation of current geospatial information systems (GIS) technology by providing installation geospatial information and support (IGI&S) services (hereinafter referred to as the GeoBase Service). As GIS technology changes, the Contractor shall provide personnel and tools to fulfill the client's need to keep their GIS systems state of the art to best satisfy mission requirements. The Contractor shall assist with these and any other geo-enabled features of the GeoBase Service including the acquisition, development and enhancement of hardware and software tools, their integration into existing systems and training / re-training of personnel to effectively use them. The Contractor shall perform the following requirements to complete this project: Provide Program Management Support Maintain and expose a policy framework to govern Geospatial Information and Services (GI&S) within the Command. Provide Installation GeoBase Support Acquire and Maintain Geospatial Data Provide data management and quality control mechanisms over structured and authoritative geospatial capabilities for the full range of mission applications. Acquire and Integrate Hardware and Software Tools Maintain an Enterprise Architecture to store and disseminate geospatial information and integrate authoritative business data for authorized users. Develop Geospatial Tools and Applications Provide standardized and custom web mapping services which are accessible by authorized users and require little training to utilize. Conduct GeoBase Training Provide training services and products to meet mission requirements. Leverage geospatial data to continuously improve Air Force information and data quality for increased decision confidence. Provide outstanding customer service through training, services, and products to meet mission requirements. Provide mission critical and non-mission critical contractor personnel in support of Expeditionary GeoBase and or GeoReach missions to include exercise support, deliberate and crisis action planning, contingency operations and war support.
