Description

The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement to provide specialized technical support and software development of a new Navy eTIMS Graphical User Interface (GUI) for those aircraft programs which have eTIMS capability. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Lexes Associates, Inc. on a sole source basis for this requirement. Lexes Associates has already developed and is currently performing these services for the USAF eTIMS. In addition, Lexes Associates currently holds the contract to maintain the NAVY eTIMS system. Because the USAF and the Navy eTIMS systems are required to work with one another, Lexes is the only company with the requisite knowledge of both systems and their coding to perform the required services. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330.
