- RECOVERY ACT: Recovery Act-Information Exchange & Clinical Quality Measures Integrated Tactical Plan *FOR INFORMATION ONLY, PLEASE DO NOT REPLY* This action is a modification to an existing contract. The purpose of this contract modification action for the IE/CQM initiative is to allow for the continuation of the development of a short-and long-term Tactical Plan for transitioning towards and implementing enterprise-wide, scalable, and secure exchange of information based on CMS' strategic direction for these endeavors. In addition, this transition Tactical Plan must also include detailed, discrete steps for consolidating CMS various mechanisms for collecting Clinical Quality Measures (CQM) data, which is a major component of strategic and tactical efforts of robust information exchange as CMS moves beyond Fee-for-Service (pay-for-volume) towards pay-for-performance and pay-for-value. Under this task order, the Contractor shall, as part of the tactical plan work, look for solutions which will meet the needs of the enterprise by further developing and testing the proof of concept for several CCSQ applications. The Contractor shall deliver proof of concept documentation and vendor testing materials, as well as plans for integration into CCSQ systems. Pursuant to this modification, the Contractor shall deliver 100,000 clinically relevant QRDA Category 1 files with predictable results for eligible hospital eCQM quality reporting, by July 6, 2014.
