- MARKET RESEARCH FOR EDWO, HUBZone, SDVO FIRMS DUE BY 4:00 PM ON April 11, 2014 Roof Replacement for the Land Port of Entry (LPOE) in Highgate Springs, VT The General Services Administration (GSA) New England is seeking Economically Disadvantaged Woman Owned, HUBZone and SDVO Small Businesses capable of performing a roof replacement. The project needs include, but are not limited to, demolition, stripping of EPDM roof system, salvaging of concrete pavers and bird deterrent system, install 60 mil TPO membrane with heat welded seams will be provided over a fully adhered glass mat gypsum board cover board and polyisocyanurate rigid insulation. The total area of all the roofs combined is 33,400 square feet. The thickness of the existing roof insulation system will be duplicated to avoid issues in tying into existing roof mounted equipment, curbs and adjacent surfaces. Existing sealants at the building at the roof connections will be removed and replaced with a silicone sealant. The roofing membrane will be terminated below the existing metal flashing at mechanical units, pyramidal skylights and building tie-ins. Metal copings will be replaced with coil coated (Kynar) finished metal copings. All roofing penetrations will be flashed with the appropriate membrane flashing as recommended by NRCA (National Roofing Contractors Association). The work will be performed at the Land Port of Entry in Highgate Springs, VT. Interested firms should provide sufficient information to allow informed evaluation and decision to ascertain if there is enough competition to solicit this requirement as either an SDVO, EDWO, or HUBZone Small Business Set-aside. The estimated cost range is between $250,000 and $500,000. The NAICS code for this service is 238160. The Small Business Size standard is $14 MILLION. The Base bid under this contract would include the Upper Main (North) Building Roof System (4,000 sq ft). Options for the remaining roofs associated with the main building(Upper Main Middle, Upper Main South, and Lower Service Area Roof) and the other buildings on site will be included in the solicitation once released. Please respond to the following questions by 4:00PM on April 11, 2014. Failure to answer any of these questions may result in your firm not being considered as part of this market research. 1. Identify past experience which demonstrates that your firm is qualified to perform this type of work. 2. If this procurement is set aside, will your firm submit an offer?
