- This Pre-solicitation Notice seeks a Total Service-Disabled Veteran Owned Small Business (SB) Firm for a Firm-Fixed Price, Construction Project to furnish all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary to Replace Air Handlers 1 & 3 at Navy Operational Support Center (NOSC) Saginaw, MI. The work involves demolition, renovation and new construction for improvement of the HVAC system in Building 12 of the Navy Operational Support Center (NOSC), Saginaw, Michigan. The work includes demolishing two air handling units (AH-1 and AH-3) located in the second floor mechanical room (Rooms 2270 and 2271) and replacing them with new air handling units at the same locations. The existing return air fans and condensing units associated with the air handlers shall be reused. The work also includes integrating the new air handlers into the existing DDC system. The primary objective of the work under this project is replacement of two existing HVAC air handlers and integrating them into the existing DDC system. The facility will remain operational during the work and will require work sequencing. Provide description of the sequence of work to allow continued operation of the facility during construction. Occupants will remain in the building and the contractor shall coordinate work activities to minimize disruptions to occupants work activities. The continuous occupancy and uninterrupted operations at the NOSC are critical. The design shall address the issues related to minimizing interruptions to utilities. Access to the second floor mechanical room where the air handlers are located is limited to two interior stairways. The design shall address the issues related to removal and installation of the air handlers. It is the Contractors responsibility to maintain existing heating and cooling for the facility or to provide temporary heating and cooling required due to interruption of existing HVAC system operation during construction. Utilities for temporary HVAC shall be provided by the Contractor. New ductwork shall be constructed, braced, reinforced, installed, supported, and sealed per SMACNA standards. Provide external thermal insulation for all ductwork. Insulate ductwork with rigid mineral fiber insulation. Insulate hot water piping with mineral fiber insulation with factory-applied all-purpose jacket. Insulate refrigerant piping with flexible unicellular insulation and provide aluminum metal wrap over insulation for all exterior piping. Perform a complete electrical connection test of all new wiring and verify that no short circuits or accidental grounding exists. Restore power and circuit wiring disturbed during the installation of the new HVAC equipment back to proper operation. Reuse the existing variable speed controls. COORDINATION WITH THE CUSTOMER IS CRITICAL TO THE SUCCESS OF THIS PROJECT. THIS IS NOT A SOLICITATION BUT A SYNOPSIS NOTIFICATION. NAICS CODE IS 238220. THE SOLICITATION WILL BE POSTED ON, OR AROUND THE WEEK OF APRIL 14th, 2014. DAVIS BACON WAGE RATES WILL APPLY. All work for this project must be completed, no later than 150 days from award. This completion time includes lead time for materials. The financial magnitude of this project is between $100,000 and $250,000. THIS PROJECT IS BEING SET ASIDE AS A 100% TOTAL SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. ALL OTHER OFFERS WILL BE REJECTED.
