Description
Unusual and Compelling Urgency. 10 U.S.C.2304(c)(2) or 41 U.S.C. 253(c)(2) Remove and replace water distribution pans, louvers, media, and all related supporting hardware. Also, existing piping will be modified, basket strainers and butterfly valves added so that (1) Cooling Tower can be isolated while work is being performed. The work will be performed by the firm of Upchurch Plumbing, Inc. It is urgent to perform the work at this time of year during cooler outside temperatures and before hot summer temperatures. Upchurch Plumbing, Inc. is prepared to start work as soon as given a notice to proceed, will complete the work within 45 days from contract award, and provide one-year parts and labor warranty from the date of acceptance. There is extensive corrosion to the water distribution pans, media support hangars, and support brackets. The water is being unevenly distributed and is not being adequately cooled. This is resulting in a wasteful loss of water and is providing additional stress on the chillers that could result in equipment damage. The media supports have rusted and media is falling within the interior section of the unit and the exterior louvers have rusted. This has caused an uneven distribution of water. Improperly cooled water could impact ongoing research. Damage to the equipment would result in loss of research. This work needs to occur immediately in order to prevent loss of research.
