Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Quality Positioning Services (QPS) for two Fledermaus Pro with Midwater Add-on Software Licenses which includes one year of maintenance and support; and support and maintenance for three previously procured Fledermaus Pro with Midwater Add-on Software Licenses for the Office of Ocean and Atmospheric Research in Silver Spring, MD. The period of performance is for a base year and four one-year option periods. A Sources Sought Notice was posted on the Federal Business Opportunities (FBO) website on March 26, 2014 and closed on April 7, 2014. No responses were received. Justification for Sole Source QPS is an industry leader in 3D visualization and processing of multibeam sonar data and has proprietary rights to Fledermaus software, maintenance, and support. The QPS Fledermaus software suite enables commercial, academic, and military users to interact with massive geo-spatial datasets composed of numerous data types. The software was developed to allow users to explore, analyze, and manipulate geospatial data by representing very large complex information intuitively. The processing, analysis, and presentation of seafloor bathymetric data is a challenging and complex undertaking. Fledermaus is the industry standard for visualizing this type of complex 3D data. Accordingly, having another company develop and support a commensurate product line would require significant initial cost in research and development as well as time for production. Additionally, because Fledermaus is the industry standard in 3-D visualization, its.SD file format is expected by the academic, industry, and government scientists that Office of Exploration and Research routinely works with. Finally, the Office of Exploration and Research has extensive operating procedures in place, products it is publicly committed to providing, and processing pipelines that all rely on the QPS Fledermaus software suite. QPS is the sole seller of the software and licenses, maintenance, and support and thus there is no other source available.
