Description
Clauses and Provisions Schedule of Items This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-72C. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The applicable North American Industry Classification (NAICS) is 325320 Pesticide and Other Agricultural Chemical manufacturing: Size standard is 500 employees. A firm fixed price contract will be issued. All firms or individuals responding must be registered in system for Award management (SAM) via http://www.sam.gov This is 100% small business set-aside. However, all business concerns are encouraged to respond. If a fair and reasonable quote is NOT received by a responsible and responsive Small Business concern, all quotes received from all business concerns will be considered without further notice. Description of Work The successful Quoter is required to provide proof of a valid and current product registration for their company with the U.S. Environmental Protection Agency (EPA) Inspection will be made at the delivery points and will consist of acceptance of the products(s) for conformance with specifications and quantity count. Quoter shall identify the name, address, and contact information for the manufacturer of the products(s) being offered. Quoter shall specify how materials will be packaged for deliveries. General Information: Item No. 1: Verbenone, procurement of 18,328 dispensers that are currently registered by the EPA for control of mountain pine beetle. Each dispenser to contain at least 6.75g of verbenone, 4,6, 6-Trimethylbicyclo(3.1.1) hept-3-en-2-one. See listing for the quantity and distribution of the material to be shipped to 9 different locations in Montana, Idaho, and South Dakota. Pricing shall include shipping costs. Line Item 2: MCH Bubble Caps, procurement of 34,630 dispensers that are currently registered by EPA for control of Douglas-fir beetle. Each dispenser to contain at least 390g of MCH, 3-methyl-2-cyclohexen-1-one. See listing for the quantity and distribution of the material to be shipped to 12 different locations in Montana, Idaho, and Utah. Pricing shall include shipping costs. Project Locations and Deliveries A spreadsheet with shipping addresses, quantities and points of contact will be provided to the Contractor at time of award. Delivery date for Item No.1 (verbenone dispensers is not later than May 24, 2014. Delivery date for Item No 2 (MCH bubble caps is no later than April 30, 2014. All deliveries shall be made on regular workdays (Monday through Friday) during regular business hours (0800 a.m. to 4:00 p.m. local time), excluding official Federal Government holidays. The following attachments are made a part of this solicitation and any resultant contract. Clauses and Provisions Schedule of Items Evaluation Criteria and Basis of Award Award will be made by Item. Award for each item will encompass all the listed shipping areas and quantities listed for each item. The Government will make award to the responsible Vendor(s) whose offer(s) conform to the elements of this Request for Quotation and is most advantageous to the Government. Award(s) may be offered to the best value offer(s) made to the Government considering price, availability and delivery schedule. Invoice Processing Platform (IPP) The Forest Service is utilizing the Invoice Processing Platform (IPP) for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. IPP is a secure Government-wide, Web-based invoice processing service. Visit http://www.ipp.gov to learn more. Upon award of a contract, Contractors must enroll at https://www.ipp.gov/vendors/enrollment-vendors.htm. Contractors shall submit all invoices electronically via IPP. Paper copies of invoices will no longer be accepted.
