- Solid State Phased Array Radar System Performance Work Statement Perimeter Acquisition Radar Attack Characterization System Performance Work Statement Market Research Survey to be completed by contractors This is a Sources Sought Notice for the purpose of Market Research in determining the viability of consolidating SSPARS with an additional phased array radar system located at Cavalier Air Force Station in Cavalier, North Dakota (PARCS). This serves only as a survey to determine the availability of qualified potential sources to be responsible for the operations, maintenance and support of the radar sites at various worldwide locations described below. No contract awards will be made from this notice and no solicitation is currently available on FBO or any other bulletin boards, posting rooms, or clearinghouses. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. As stipulated in FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. In accordance with FAR 52.215-3, this notice is protected pursuant to the Freedom of Information Act and other laws and regulations. Information identified by the respondent as "Proprietary" or "Confidential" will not be disclosed outside of Government channels. All responses will be used in whole or in part for determining the most effective strategy for this or similar requirements. Background/Overview: Currently, SSPARS and PARCS are separate contracts. SSPARS is comprised of five radar sites at geographically-separated locations in the Northern Hemisphere: Beale AFB, CA Cape Cod AFS, MA, Clear AFS, AK, Royal Air Force (RAF) Fylingdales, UK Thule Air Base, GL PARCS is one site, located on Cavalier AFS, ND. Combined, these sites provide the following mission capabilities: Sea-Launched Ballistic Missile Warning, Ballistic Missile Early Warning and Space Surveillance. The government has a requirement for non-personal services to provide base support including management of radar and mission computer maintenance, civil engineering, environmental functions, security, transportation, supply, fuels, sensitive and non-sensitive communications and operation of a precision measurement equipment laboratory. In addition, the requirement will encompass all necessary personnel, administrative, financial, and managerial resources necessary on a continuous, 24-hours-a-day, 7-days-a-week (24/7) basis to meet mission requirements. In a time of crisis, other services to increase the security and wellbeing of a site may be required. These services will be determined and requested by the Installation/Site Commander and the Contracting Officer (CO). The Contractor is expected to interface with other Contractors, Subcontractors, and/or Government agencies in support of all programs and efforts dealing with evolution and/or operation of systems and equipment, as well as in providing day-to-day site support services. The current contract for SSPARS is a Fixed Price Incentive with cost reimbursable line items and Award Fee/Award Term. PARCS is currently a Firm Fixed Price with cost reimbursable line items. Contract type under this request for information has not been determined nor has the contract length. The revised North American Industry Classification Systems (NAICS) Code proposed for this requirement is 517919. Purpose of Sources Sought: This Sources Sought Notice is issued for the purpose of market research in accordance with FAR Part 10. All businesses capable of providing these services are invited to respond. The government requests interested parties to submit a brief description of their company's business size, business status, anticipated teaming/joint venture arrangements, and a description of capabilities and similar services offered. Include contract magnitude and points of contact (POC) for each example provided (name of the POC, address, e-mail, telephone number, fax number, and the company's web page, if applicable). Scope of Services Sought: Reference attached Performance Work Statements (PWS) for general requirements. These statements are included as a source for reference only, since the final PWS will reflect all sites incorporated into one document. Additional requirements are covered in DoDI 4161.02, DoDI 5000.64, and DoDI 8320.04 for any government furnished property.
