SECTION B Tables 6-10 SECTION B-Tables 1-5 SAQMMA14R0008 SECTION A-M Department of State 2014 O&M Contract for Operation and Maintenance Services for U.S. Embassies and Consulates - Europe/Asia SAQMMA-14-R-0008 The Department of State (DOS), Office of Logistics Management, Acquisition Management, intends to award a Time and Materials contract with both fixed and reimbursable line items for the operation and maintenance of select Embassies and Consulates in Europe and Asia. 1. Project Description Request for Proposals- SAQMMA-14-R-0008: Operation and Maintenance Services for Select U.S. Embassies and Consulates - Europe/Asia. TOP SECRET facility and personnel clearances are required The contractor shall provide a broad range of operations, maintenance, repair and custodial duties and other related functions required to service the physical plant. Additional staff functions, including administrative, para-professional and clerical duties, will be performed in support of the overall mission of the posts. Contractor employees will work in areas of certain Embassies and Consulates in Europe and Asia (see Place of Performance), including places of business and residences. The primary focus of Contractor activity will be work: a) In areas to which Diplomatic Security (DS) restricts access to personnel with Top Secret clearance, or b) With material of an administratively sensitive nature. Personnel assigned to perform at overseas locations under this contract will be required to have a Top Secret security clearances issued by the Department of State prior to deployment. The RFP will delineate how Defense Security Service (DSS) Top Secret clearances will be accepted during the transition period from the existing to new contract, as well as the processes for obtaining new DOS Top Secret clearances and converting DSS clearances to DOS clearances. The contractor shall provide about 120 positions in a broad range of operations, maintenance, repair and custodial duties and maintain a candidate's recruitment pipeline. Estimated total cost for all years is $40 to $60 Million. The Government intends to solicit this requirement using acquisition procedures contained in FAR Part 15. The next contract performance is expected to begin September 1, 2014. 2. Project Solicitation Contract Award Based on Best Value to the Government DOS anticipates that the source selection process utilizing a tradeoff process (see FAR 15.101-1) to make the final contract award selection is in the best interest of the Government. The Government may consider award to other than the lowest price offer or other than the highest technically rated offer. DOS anticipates that evaluation of technical and past performance considerations will play a significant role in the selection process. Security Clearance Requirement In order to be considered for qualification, Interested Offerors must already possess a Defense Security Service (DSS) Top Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. All entities comprising a joint venture for this effort must already possess a DSS Top Secret FCL, as well as the JV itself. The successful offeror's proposed applicants for assignment to any one of the diplomatic Posts listed below must be granted a Department of State Top Secret personnel clearance prior to assignment (with allowances for DSS clearances during contract transition). Select contractor staff in the domestic corporate office must possess Secret personnel clearances issued by DSS. DOS will not sponsor any Uncleared or Secret cleared firms for a facility clearance for this solicitation due to the contract performance time constraints. If a Joint Venture in which each entity comprising the JV is already cleared Top Secret is the selected offeror, DOS will sponsor the JV for a TS FCL. Offerors must submit the Commercial and Government Entity (CAGE) code associated with their TS FCL with the required qualification documentation. Joint Ventures must submit the CAGE codes associated with the TS FCLs for each entity comprising the JV. IMPORTANT NOTE #1: Organizations that wish to use the experience or financial resources of any other legally dependent organization or individual, including parent companies, subsidiaries, or other related firms, must do so by way of a joint venture. A prospective offeror may be an individual, organization, or firm, a formal JV (where the arrangement among the co-venturers has been reduced to writing), or "de facto" JV (where no formal agreement has been reached, but the offering entity relies upon the experience of a related U.S. person firm that guarantees performance).
