This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number for this acquisition is CC-P14-001803 and is being issued as a Request for Quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72 effective January 30, 2014. This acquisition is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this procurement is 541720 and the Small Business Size Standard is $19.0 million dollars. STATEMENT OF OBJECTIVES The purpose of this contract is to obtain, senior level statistical support services to address analytic problems of central importance to our work and to present solutions to these problems in formats suitable for publication in peer-reviewed scientific venues. This contract includes the need for both a broad range and depth of knowledge in statistical and mathematical methods that could potentially be applied, extended, or devised to address the analytic needs of other projects. This contract may also include provision of instruction in areas of substantive expertise to Epidemiology and Biostatistics staff, trainees, or other consultants. STATEMENT OF WORK Our immediate need is for a senior statistician to solve complex statistical and mathematical problems relevant to research conducted by NIH-RMD to support an Inter-Agency Agreement (IAA) with the SSA. Proposed activities include applying current statistical methods, extending these methods or developing new methods to address analytical problems identified by the Epidemiology and Statistics Section analytical team relative to the project. Development of associated peer-reviewed manuscripts is expected. In addition, the contractor may be asked to participate in the training of research fellows and staff as assigned by the Chief of the Epidemiology Section and the Chief of Rehabilitation Medicine depending on section and departmental needs. The contractor shall work directly with Government staff to complete defined tasks. The contractor will be required to work with a highly skilled and inter-disciplinary group of researchers including economists, mathematicians, statisticians, engineers, computer scientists, epidemiologists, health policy researchers, health services researchers, and physicians. It is critical for the contractor to possess the skills needed to work effectively with such a talented and diverse team.
