Description

The purpose of this amendment is to request additional information from industry regarding intention to submit proposals, and establish a May 6, 2014 Noon (EDT) deadline for RFI responses. For planning purposes, the Department of Veterans Affairs requests that all verified Service-Disabled Veteran-Owned Small Business (SDVOSB) interested parties/prospective offerors for the Multi-Agency Contract (MAC) Indefinite-Delivery, Indefinite Quantity (IDIQ) Acquisition Curriculum Development Contract (ACDC) respond with their intention to propose. In an effort to accelerate and standardize responses, a two-page form has been attached to this announcement. Prospective Offerors shall utilize this form as Part 1 of their notification of intent to propose. If applicable, Part 2 shall consist of a separate addendum to the form detailing teaming arrangements, Joint-Venture arrangements, etc. Prospective offerors shall submit their intention to propose no later than 12:00 Noon (EDT) May 6, 2014 to Contract Specialist, Adam Spacht via e-mail at Adam.Spacht@va.gov. The subject line of the e-mail shall read, without quotes ("") or brackets ([ ]): "ACDC-Notice of Intent to Propose-[Company or JV Team Name]" UPDATES: The anticipated individual "Pre-CDC" BPA requirements have been revised. At this time, only two schools now require individualized Curriculum Development needs: 1.The Contracting Professionals School (please see FBO notice VA119-14-Q-0096, anticipated solicitation release is mid-April 2014). 2.The Supply Chain Management School (not required until Winter 2014-2015). *End of amendment* DISCLAIMER: This Request for Information (RFI)-Notification of Intent to Propose is issued solely for information and planning purposes ONLY and does not constitute a Request for Proposals (RFP), a Request for Quotes (RFQ), an Invitation for Bids (IFB), or any other solicitation vehicle. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with providing timely, complete, and accurate responses. Additionally, non-responses to this RFI does not eliminate or preclude a prospective offeror from future participation and/or submission of an offer, if solicited.
