- The Centers for Disease Control and prevention intends to award a sole source firm fixed price purchase order to Alta Innovations Limited for the services of a subject matter expert (SME) in Systemic Lupus Erythematosus (SLE) to provide technical assistance and expertise involved in advising and making recommendations for launching, shaping, and improving the CDC arthritis program's state-based lupus registries. The CDC arthritis program considered several well qualified, well known national subject matter experts on Systemic Lupus Erythematosus from academia and the private sector but Dr. Gordon was the most qualified. Dr. Caroline Gordon is a uniquely qualified physician who can provide the technical assistance and consultation to this project that no one else can. Having a consultant who has recent experience with both the clinical and logistical aspects of a population-based SLE registry aimed at capturing all diagnosed cases of SLE, will be a valuable asset to CDC and its awardees in avoiding mis-steps while increasing the efficiency of registry development. Dr. Gordon will be able to provide insight and expertise from her experiences in developing the Birmingham, England SLE registry, directly to the SLE registries being developed under cooperative agreement #DP10-1011. Besides having the medical and educational qualifications to perform the consultive work, Dr. Gordon is the only person in the world with the combination of skills and experience in SLE registry development. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, 13.106-1(b), and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at wbrannen@cdc.gov by 5:00 P.M. April 18th, 2014.
