- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. For reference, the solicitation number is VA241-14-Q-0323 and is issued as a request for quote (RFQ), unless otherwise indicated. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65 dated January 29, 2013. The associated North American Industrial Classification System (NAICS) code for this procurement is 512191 with a small business size standard of $29.5 million. This procurement is a Small Business set-aside and any qualified small businesses may request and submit proposals. Be advised, proposals will be evaluated IAW the Department of Veterans Affairs Acquisition Regulation (VAAR) 819.7004, Contracting Order of Priority. http://farsite.hill.af.mil/vfvara.htm. The Department of Veterans Affairs (VA), Health Services Research and Development Service (HSR&D), Center for Information Dissemination and Education Resources (CIDER) require video editing services to be completed on their behalf. VA requires firm fixed price contract for; editing, cutting, expert advice, and creative services necessary to produce approximately 8-10 one to three minute videos per year for each year in a base plus four option contract period. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. In addition, eligible SDOVOSBs, VOSBs must be verified by the VA Center for Veterans Enterprise at the time of submission of an offer and also at the time of award. The website to register is http://www.vetbiz.gov. INSTRUCTIONS TO OFFERORS What You Must Submit: Quotes must be submitted electronically via email to Contract Specialist (VMSI-Contractor) at casey.shaner@va.gov and be received no later than April 17, 2014, by 15:00 EST. Hardcopy sample reels must be received no later than April 17, 2014. Late quotes or hardcopy sample reels will not be accepted. Questions must be submitted no later than (NLT), April 10, 2014 by 15:00 EST. You must use MS Word version 2003 or higher for technical submissions. The following specific requirements apply: Technical Understanding and Approach: 1)Please submit a technical package that addresses ability to accomplish all tasks listed in Section B of the Performance Work Statement. Contractor's ability to perform each task in Section B of the Performance Work Statement must be clearly explained in technical package. Experience: 1)Not subject to the page limit, provide résumé(s), relevant to this requirement. 2)Provide sample reel that demonstrates editing abilities similar to the requirements of this solicitation. a.Sample reel may be submitted as; QuickTime files on DVD, a website viewable from behind the VA firewall-that is, the site cannot be a streaming site nor can it have Vimeo or Viddler-hosted files. The technical factors: Technical Understanding and Approach, Experience, and Past Performance. ELECTRONIC INVOICE SUBMISSION: The Department of Veterans Affairs, VA Financial Services Center (VAFSC) is the designated agency office for invoice receipt in accordance with the Prompt Payment Act (5 CFR part 1315). VAFSC or its designated representative may contact the vendor to provide specific instructions for electronic submission of invoices. The vendor will be responsible for any associated expenses. FSC may utilize third-party contractors to facilitate invoice processing. Facsimile, email, and scanned documents are not acceptable electronic forms for submission of payment requests. Prior to contact by VAFSC or its designated representative for electronic invoicing submissions, the vendor shall continue to submit all invoices to VA's Electronic Invoice Presentment and Payment System.
