- Statement of Work (draft) 1.1 Work Included: Procure 60-month lease of a digital black and white (B&W), high-production/high-volume network publisher/copier and a digital four-color process (CYMK) high-production/high-volume network publisher. This copier package will replace the existing production equipment. Current equipment is a Xerox Docutech 6115 and Xerox Docucolor 5000AP w/finisher currently located in Room 6432, C-1 Duplicating Facility, 2601 Losee Road, North Las Vegas, NV. The equipment will NOT be used to copy classified material. • Incumbent to remove existing Xerox Docutech 6115 and Xerox Docucolor 5000AP w/finisher from the C-1 Duplicating Facility. This work will be done according to established uninstall machine procedures by the manufacturer's technicians and coordinated with the delivery and installation of the new equipment. • Subcontractor shall inspect and prepare site for installation of new replacement machines. • Subcontractor shall install new machines. This work will be done according to established vendor installation procedures. Pricing to include training of a minimum of three operators. Pricing and specifications for maintenance for the new equipment shall be included with submission of this solicitation. 1.2 Location: Vendor Technicians will install equipment onsite in the C-1 Duplicating Facility and provide training in accordance with manufacturer's procedures and NSTec's onsite procedures and requirements. Equipment (both copiers) will be connected by computer cable to the NSTec-owned Xerox Digipath. The NSTec owned booklet maker (Xerox, CP Bourg BDFx) will be mechanically and electronically connected to the new equipment. NOTE: If the above features and capability functions are built into the new equipment, then the connections to NSTec-owned equipment can be eliminated. Environmentally Preferred Products (EPP) Procurement Requirements Federal Contractors such as NSTec are required by the US DOE to purchase Environmentally Preferable Products (also known as green or sustainable purchasing), and are also required to flow those procurement requirements to their subcontractors. When supplying materials to be used on-site as part of a subcontract scope-of-work, those materials must meet these same requirements. The following is a list of environmentally preferable products types that must be used if they are available. • Products with Recycled-Content - U.S. Environmental Protection Agency (EPA) list • Water Efficient Plumbing Products - EPA WaterSense® list • Non-Toxic or Less Toxic Alternatives • Green Certified Products, e.g., Design for Environment, and Green Seal • Bio-based Products - U.S. Dept. of Agriculture list • Energy efficient Products - EPA Energy Star® or Federal Energy Management Program designated products • Energy Efficient Electronics - EPEAT®-silver-rated or higher rated desktop computers, laptops and monitors • Non-Ozone Depleting Alternative Products B-2 TECHNICAL SPECIFICATIONS The following specifications and technical documents form a part of this Subcontract: Equipment Specifications for Digital Black and White (B&W) copier: • Digital high-production and high-volume network B&W publisher/copier rated for monthly average of 600,000 copies or more per month with complete finishing capability • Print speed minimum of 115 copies per minute, simplex or duplex copies • 1.28 GHz multiprocessor or greater speed • Minimum 2 GB main memory controller • Minimum user interface of 17" color flat panel display, keyboard, and mouse • Minimum client software environments supported: Windows XP, 32- and 64-bit; Mac OS 10.5 and above • Minimum software supports Adobe Postscript Level 3, PDF, PCL 6, TIFF, ASCII, and LCDS • Minimum network interfaces: Ethernet 10/100 Base T, TCP/IP, Novell (SPX/IPX), Appletalk, HTTP, IPP, SNMP, Channel Connectivity • Compatible, function and communicate with Xerox Digipath (NSTec-owned front end) using Xerox Free Flow (DocuSP) document management software package. • Print resolution of 600 x 600 dpi or greater from B&W and color scanned images • Electronic input from network, CD, and "On-Board Storage" • Minimum media dimensions of 8" x 10" • Maximum media dimensions 14" x 17" • Minimum media weight of 16 lb • Maximum media weight of 110 lb • Media types to include cover stocks, pre-cut and full cut tabs (tab cut position programmable), carbonless paper, and recycled paper • Interposer capability: insert outside media paper or transparency bypassing fuser unit or using fuser unit for adding updated graphics to preprinted material • Fuser temperatures to be compatible with proposed color production copier • Dry Toner based imaging system • B/W and color document manipulation capabilities and job input compatibility with proposed color production copier (fused copies to be compatible within all machines; example, covers that run in color copier to be able to be run in B/W production copier and vice/versa for producing completed print projects out of any one machine) • Minimum of 5 paper sources for a variety of paper input combinations with source automatic switching capability • Minimum total 9,000-sheet capacity (using 20 lb bond paper) • Document finishing architecture compliant with on-line single stitch, dual stitch, portrait, landscape • Collate sets or pads with tape bind finishing capabilities • Minimum stitch capability of 2-70 sheets (20-lb paper) • 1 or 2 adjustable stitch positions • Minimum tape bind capability of 15-125 sheets (20-lb paper) • Compatible for in-line operation (software and hardware) with NSTec owned booklet maker, (CP Bourg BDFx) or standard with in line square fold booklet maker which produces saddle-stitched booklets (ability to run standard sheet sizes of 8.5" x 11" or 11" x 17" with quick set up) and tape-bound books • Minimum supports of Level 1 Document Finishing Architecture (DFA) compliant devices for a variety of on-line and off-line finishing solutions • Full-service maintenance agreement to include 400,000 copies per month (B&W); all production copier supplies (excluding paper and binding materials) • Easy job setup and print controls which require minimum operator input for maximum print production • Infrared and radio frequency wireless technologies are NOT approved for use with digital photocopiers. If acquisition of these features cannot be avoided, they must be disabled. • Any memory chips, hard drives, or data storage devices that had been installed in a copier must be retained by the government during maintenance procedures and when the copier is removed from inventory. • Memory chips will not be removed without permission and any remote diagnostics capability will be removed or disabled. • Digital copiers that come with sanitation features must have them enabled.
