Description
This is a Sources Sought Synopsis, for market research purposes ONLY, and is NOT a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The acquisition will be for an Operations and Maintenance Contract covering the Medical Center in Landstuhl Germany and multiple other U.S. Army Healthcare facilities located in Germany and Italy. The Contractor shall provide all manpower, management, equipment, supplies, tools, materials, transportation (vehicles and travel time), supervision, testing, and inspections necessary to operate and maintain facilities, facility systems, food service equipment, and physical plant equipment within the U.S. Army Healthcare Facilities within the U.S. Army Europe Regional Medical Command (ERMC). The Contractor shall maintain all the facilities and equipment used in performance of contract requirements and shall furnish everything required to perform this Contract in accordance with all of its terms with the exception of the facilities, items, and services specifically listed as furnished by the Government. Period of performance is anticipated for one (1) year beginning 1 April 2015 through 31 March 2016, with four (4) option years. Interested parties are requested to submit a statement of capability, not to exceed ten (10) pages, outlining past work that is related to this requirement and whether some or all of the requirements in this notice can be provided. The statement of capability shall include: 1) Contractor Information a) Point of Contact (POC) - Name, email address and phone number b) CAGE code 2) Description of Relevant Contract Experience (Government and Commercial) a) Contract number b) Description of the requirement c) POC for the requiring activity and contact information Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from responses to this notice may be used in the development of an acquisition strategy and future Request for Proposal. Request for proposals, if or when issued, will be available on FedBizOpps via Army Single Face to Industry (ASFI). As such, it is the potential offeror's responsibility to monitor these sites for the release of any additional information. After Government review of the submissions, respondents will be invited to an Industry Day hosted by the ERMC to address comments and questions and begin discussions. Industry Day will consist of several days during which travel will be required to tour the facilities which will be operated and maintained in the resulting contract. Once the Industry Day schedule has been determined, it will be posted on ASFI.
