- The U.S. Department of Energy (DOE), Office of Inspector General, intends to award a sole source contract to WINGSWEPT COMMUNICATIONS INC. for operational and maintenance support services. The services will provide a suite of services covering product support, product upgrades and hosting services for the iPRISM software. Services include: provide maintenance and upgrades to existing software, system documentation, and server platform; non-routine back-up and restore functions, provide support to Certification and Accreditation, and training. WINGSWEPT COMMUNICATIONS INC. is the only company that offers this service. The DOE is proposing to award a contract that consists of one base year and four option years. The DOE is using exemption to competition 6.302-1(a) (2) (ii), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source contract with WINGSWEPT COMMUNICATIONS INC., they should submit a capability statement and pricing information for the requirement by Thursday, April 10, 2014 at 8:00AM (Eastern) via e-mail to karin.denburg@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
