- The U.S. Securities and Exchange Commission (SEC) has a requirement for an interactive financial information system for the SEC Headquarters and regional offices that delivers current and historical U.S. and international data continuously, both real-time and delayed. The service shall provide the information electronically via the internet and leased T1 lines to 85 terminals. Terminals will be required in DC, Salt Lake, Philadelphia, New York, Miami, Chicago, San Francisco, Denver, Fort Worth, Los Angeles, Boston, and Atlanta. Bloomberg provides a unique information service that aggregates a wide variety of financial data and news from multiple sources (including their own copyrighted news) and makes them available in a timely manner on a platform that includes analytical tools. The depth and breadth of the news archive offered through this service is available only from Bloomberg. Bloomberg provides the required information service that meets the Commission's needs. The period of performance is intended to run from June 1, 2014 through May 31, 2015 with four (4) one-year option periods. The Government intends to acquire a commercial item using FAR Part 12 procedures. SEC intends to issue a sole-source contract for this service from Bloomberg Finance L.P. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than the designated response date and time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the Agency.
