Description
The National Geospatial-Intelligence Agency (NGA) intends to acquire Interferometric Synthetic Aperture Radar (IFSAR) data of areas of the Republic of Philippines. The data shall include Orthorectified Radar Imagery (ORI) data, Digital Surface Model (DSM) data, Tropical Digital Terrain Model (TDTM) format data and associated vector layers, to include roads, contours, hydrology, and shorelines. There are two designated areas of interest (AOI) within the Philippines that this data will be required for (Manila Area and Palawan Island). Google Earth kml files of the exact AOI are available on request. The data shall include ORI Type II (X-band, pixel resolution of 0.625 meters in GeoTIFF delivery format with NSDI metadata) and DSM Type II (post spacing 5 meters in GeoTIFF format with NSDI metadata) and Tropical Digital Terrain Elevation Model (TDTM) (post spacing 5 meters in GeoTIFF format with NSDI metadata). Vector layers required are as follows: 1. Contours: 10 meter contour interval is required. 2. Shorelines: In the DSM /TDTM; coastal water will be set at zero meters elevation. Coastal shorelines will be delineated by the land/water interface detected by the collected elevation data. 3. Hydrology: Lakes greater than 400 square meters shall be leveled to single elevation to the nearest decimeter based on the water and surrounding shoreline. Double line drains greater than 20 meters in width and greater than 400 meters in length will be flattened to the nearest decimeter with monotonic flow based on the water elevations and the surrounding shoreline. Islands greater than 400 square meters surrounded by water will be delivered when supported by the imagery and elevation data. 4. Roads: Primary roadways such as interstate highways, major divided highways and freeways, nationally and regionally important highways and secondary highways or roads that serve as major connectors. Delivered data shall be licensed in accordance with the following license structure: NGA End User License Agreement, NGA (DoD Title 50) End User License Agreement, and Coalition Forces license agreements. Accuracy Requirements: The Type II ORI will have an accuracy of: X-band +/- 2 meters RMSE/4 meters CE (95) and the Type II DSM will have a vertical accuracy of +/- 1 meters RMSE on slopes < 10°, +/- 3 meters on slopes between 10 and 30 degrees, and +/- 5 meters RMSE on slopes > 30°. The required data shall be delivered on or before 21 April 2014 in order to meet government deadlines. InterMap Technologies, INC is the only known vendor that possesses the required capabilities to meet NGA's requirements and deadlines, as a Commercial Off the Shelf (COTS) product. The Government intends to solicit and negotiate with only one source, Intermap Technologies, INC, 8310 South Valley Highway, Suite 400, Englewood, CO 80112-5809, under the authority, 10 USC 2304(c)(1) as implemented by FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The resultant contract will be firm fixed price with a required delivery on or before 21 April 2014. Verbal requests will not be acted upon. The North American Industry Classification System (NAICS) Code is 541370. All responsible sources may submit a capability statement, which shall be considered by the agency.
