- The United States Air Force, AFLCMC/Operational Contracting Branch, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of an Access Supine Breast Device to perform radiation therapy. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(c). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334517. Size standard is 500 employees. The proposed source is Q-Fix, Inc. 440 Church Road Avondale, PA 19311. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The government requires the Access Supine Breast Device for radiation therapy treatments. This device has multiple salient characteristics that competitors do not have such as indexable arm shuttle, foam covered bottom stopper, 3 indexable table top positions for right and left, lays completely flat at 0 degree angles and has a tailbone pad. These characteristics are not available on the competitor's breast board. These characteristics will make our patient positioning reproducible which is required while delivering radiation therapy treatment. Purchasing competing technology to fulfill the governments' requirements would result in additional expenditure totaling an estimated $xxxx; the estimate for this contemplated action is $xxxx. Therefore the cost differential for this example is $xxxx. This cost cannot be recovered through completion. The only known source to meet the government's requirements is Q-Fix Inc. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
