Description

The Naval Air Systems Command (NAVAIR) intends to award a firm-fixed-price delivery order under Basic Ordering Agreement N00019-14-G-0019 on a sole source basis with Lockheed Martin Mission Systems and Training (MST) in Owego, NY. This effort is to establish I-Level capability for PC-OSI CDU repair. The contractor shall develop a PC-OSI CDU I-Level Technical Manual with Illustrated Parts Breakdown, revise the existing Maintenance Plan (AVMP-9103), and provide requisite logistics provisioning data to establish I-level repair capability. No hardware modifications will be made to current aircraft interfaces. This action is being awarded on a sole source basis to Lockheed Martin MST in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" because they are the only qualified source which possesses the technical detailed knowledge to establish I-Level capability for PC-OSI CDU repair in a timely and cost effective manner. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
