Description
The U.S. Military Academy, Directorate of Contracting, West Point, N.Y. is seeking sources for requiring the purchase of Purchase of three (3) RO+DI Systems At a minimum, each of the following elements are required as part of the specification for this equipment. Units will be supplied from laboratory tap water source with no pretreatment requirement. The systems shall be certified by either or both Underwriters Laboratories (UL) or Canadian Standards Association (CSA), and bear the bear the appropriate seal. The reverse osmosis filter (RO) shall remove 94-99% of the dissolved inorganic ions, and up to 99% of the dissolved organics, suspended solids and microorganisms found in ordinary tap water. The Type I water produced shall meet American Society for Testing and Materials (ASTM), College of American Pathologists (CAP), Clinical and Laboratory Standards Institute (CLSI), and United States Pharmacopeia (USP) 29 specifications for Type I reagent grade water and contain less than 5ppb of total organic carbon (TOC), be pyrogen/endotoxin free, and have no DNase/RNase activity. The systems shall produce RO purified water at a rate of 10 liters/hour, and 2 liters/min for the Type I DI portion of the systems. The systems shall operate on 12 VDC internal power supplied by a 100-240 VAC, 50/60 Hz power supply. The RO portion of the systems shall operate automatically to fill a pressurized RO storage tank, and automatically shut off when the RO tank is full and/or in the event of low incoming water pressure. The RO portion of the systems shall include a 10 quote mark 1-micron high performance activated carbon & sediment pre-filter cartridge and a high performance thin film composite (TFC) reverse osmosis membrane. The RO portion of the systems shall not require periodic back-flushing, fast forward flushing, or cleaning cycles. The systems shall include a pressurized 42-Liter RO storage tank with a pressure switch that automatically shuts the systems down when the tank is full, and turns the systems back on as water is removed from the tank. Dimensions on the tank shall not exceed 16 quote mark diameter or 25 quote mark height. The systems shall include a built-in digital, temperature-compensated, resistivity, conductivity, and temperature monitor with programmable setpoints to monitor Type I water quality. The monitor shall meet USP 29 specifications. The systems shall also include a hand-held portable digital conductivity meter to monitor RO water quality. The RO portion of the systems shall include product and reject flow meters to monitor and control flow rates. The Type I systems's total ion exchange capacity shall be 2,000 grains as CaCO3. The systems shall use new (not regenerated) semiconductor grade mixed-bed ion exchange resins. The DI modules will be recyclable. The systems shall include a 12 VDC virtually silent pump that continuously circulates Type I water within the systems. There must be no need to manually turn the systems on prior to use. The systems shall include a remote dispenser with a 0.2 micron absolute sterilizing final filter capsule, manufactured per Good Manufacturing Practices (GMP) standards from USP Class VI materials with no glues or surfactants. The systems shall include a built-in ultrafilter that provides a factor of 104-106 reduction of pyrogen, endotoxin, Dnase, RNase, resulting in less than 0.006 Eu/ml of pyrogens. The systems shall include a built-in dual wavelength (185 & 254 nanometer) ultraviolet (UV) oxidizer/sterilizer to reduce TOC to less than 3-5 ppb. The UV shall operate on 100-240 VAC, 50/60 Hz, power at less than 1 Amp. The systems' overall dimensions for each cabinet enclosure shall not exceed 20 quote mark in width or height and 12 quote mark depth. A programmable remote dispensing system will be supplied for each unit. Programming the volume should require no more than 5 sec (typical). Delivery system will allow for hands-free dispensing into commonly used laboratory vessels. The enclosure shall be bench, shelf, or wall-mountable using no extra hardware. Consumables: The systems will be delivered with a supply of consumables to cover first year of maintenance service. The system will be installed by vendor and include a 2-year warranty. All responsible parties that feel they can provide this requirement should forward their capabilities in writing to Joseph.r.Bloss@us.army.mil. Please indicate your business size (Small, Large etc...). This notice will close on Thursday April 10,2014 by 1000 EDT). Please note that this is not a solicitation but a sources sought only.
