- Description
- The U.S. Department of Energy?s (DOE), Office of Energy Security within the Office of Energy Policy and Systems Analysis (EPSA), intends to award a sole source contract to Oxford Economics using simplified acquisition procedures. This requirement will provide the Office of Energy Security access to the Oxford Economics Global Economic Model (GEM) and the Global Industrial Model (GIM). These models provide forecasts for 21 developed countries, 25 emerging markets, and 6 regional blocs, projections for 85 sectors across 12 key countries, 30-year forecasts each month, and access to forecast software. Oxford Economics is the only source of international economic and industrial models available to project industrial gross output by sector and country, at the level of detail needed by the energy demand models used in the World Energy Modeling System (WEPS). The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 41 USC 253[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency?s requirements. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that DOE should not pursue this sole source procurement with Oxford Economics, then they should submit a capability statement and pricing information for the requirement by 12:00pm EST on April 18, 2014. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The anticipated period of performance will be for 12-months.
