- This Design Bid Build (DBB) project will implement a series of energy conservation measures (ECMs) identified by CNIC Energy Audit. Measures are anticipated to reduce resource consumption of electricity in NSA Philadelphia MUIC facilities in Bldgs. 2, 4, 26, & 7. Energy Conservation Measures include: ECM1 Lighting retrofits “ Buildings 2 and 4 will replace the existing standard 4 foot 32W T8 lamps with newer efficient LED lighting. Building 26 will replace the existing metal halide lights on the first floor warehouse spaces with new energy efficient LED lighting. ECM2 Lighting Controls “ Buildings 2, 4, 26 and 7 will have new dual-technology occupancy sensors installed. This technology will utilize both ultrasonic and infrared technology to recognize and turn off lights when areas are unoccupied but lights are left on. This solicitation will result in the award of a Firm Fixed Price (FFP) Construction Contract. The contract will be procured using competitive proposals and formal source selection procedures, as it has been determined in accordance with FAR 15.101 to be the most appropriate method of contracting for the subject project. A Request for Proposal (RFP) will be issued to obtain contractor qualifications from which the resulting contract will be awarded to the lowest price technically acceptable offeror as prescribed by FAR Part 15, Part 19, and Part 36 as applicable. Estimated Price Range: Between $500,000.00 and $1,000,000.00 Number of Days in Contract: 380 Days Number of Bid Items: Five (5) CLINS NAICS CODE: 238990 All Other Specialty Trade Contractors, Small Business Size Standard $14.0 Million. SET ASIDE: This acquisition shall be set aside 100% for SMALL BUSINESS in accordance with Federal Acquisition Regulation 52.219-6 Notice of Total Small Business Set-Aside (Nov 11). The solicitation (specification) will be limited to the electronic medium. The specifications and attachments WILL NOT be directly provided in a paper hard copy format or by CD-ROM.
