- Amendment No. 1 ***Amendment No. 1 is attached and shall be acknowledged to correct the number of acres described as 94 previously. The correct amount of acres is 90. **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. SOLICITATION DOCUMENTS: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will be available to download from this website on or about April 3, 2014. DESCRIPTION: The purpose of this synopsis and solicitation is to secure services for site preparation on approximately 90 acres of recently logged Federal Lands. Site preparation is the initial treatment made after logging to prepare the site for future reforestation activities. The objective is to masticate/mulch remaining logging and naturally occurring slash and/or brush to achieve an acceptably prepared site for planting 210 - 285 trees per acre. The Contractor shall furnish all labor, equipment, supervision, transportation and materials required to perform all work necessary to accomplish this project. PROJECT LOCATION AND ACCESS: Site preparation units are located on the Shasta Trinity National Forest, Shasta-McCloud Management Unit, McCloud Ranger District, McCloud, CA. Furthermore the site preparation unit work sites are located in T40N, R2W, Sections 22, 23, and 27. The topography ranges from 0% - 20% slope with occasional rock outcrops. Units boundaries have been identified with pink flagging, private land boundaries are identified with combined pink and red flagging, and equipment exclusion areas have been flagged with pink flagging with "EQUIPMENT EXCLUSION ZONE" printing and are posted with "Tractors Prohibited" yellow signs. Any resource protected areas or improvement areas are flagged with red/black striped flagging, yellow/black striped flagging, pink EQUIPMENT EXCLUSION ZONE flagging and "Tractors Prohibited" yellow signs. CONTRACT TIME: Estimated start work date is July 7, 2014. Contract time is 17 calendar days from the effective date of the Notice to Proceed. SITE VISIT: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. A scheduled site visit to the project location will occur April 10, 2014 at 8:00am. RESPONSE TIME: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than the date and time indicated on the solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) on this site has replaced the Plan Holders Lists available in the past. To register as an interested vendor, select Register as an Interested Vendor and follow directions on the site. The IVL is the only such list maintained for this procurement.
