- NASA/ARC has a requirement for a 75 HP electric motor identical to the existing motor, currently in use, to work in tandem through a combining gear box within a specialized Rotary Wing Test Stand. Additionally, the same motor can be mounted inside wind tunnel models where space is limited. The existing motor is of a unique design including a water cooling jacket. The water cooling jacket enables the motor to be of a small size and still have the ability to operate in a confined space continuously without overheating. The electric motor currently in use is a special high power density motor, designed and built by Able Corporation. The existence of proprietary drawings, patent rights, and limited rights in data, make the motor available from Aerophysics Research Instruments LLC, the only known source for Able Corporation motors. Aerophysics purchased Able Corporation, acquiring the proprietary data and technical data necessary for continued production of Ables specialized motors. Aerophysics has the unique capabilities to satisfy ARCs requirement. The existing motor when combined with the motor being required in this announcement will be powered and controlled by a motor-generator (MG) set that supplies variable frequency, three-phase power at a constant Volts/Hz ratio. In order for multiple motors to operate simultaneously using the single MG set, both motors must have identical electrical characteristics that are optimized at the same Volts/Hz ratio and both operate at the same speed and load. Even slight variations can cause overheating of the stator windings. The specifications and unique characteristics:NASA possesses limited data and specifications that can be provided about the unique internal configurations and the proprietary information related to the operation and output of the motor. It is essential that the motor operate with equal capacity in either direction without requiring mechanical reconfiguration. The information provided is for structural design characteristics of the motor: The physical form of the motor shall be cylindrical with mounting flange at power output end and input power, cooling water (in and out), temperature instrumentation and encoder output at the other end. External diameter of cylindrical portion of motor housing shall measure no more than 5 inches.Total length of motor and shaft shall measure no more than 20 inches. Motor shall be instrumented with a minimum of 4 J type (iron-constantan) thermocouples: one at each bearing and two within the stator windings. Motor shall produce 75 horsepower output at the shaft for continuous operation at 7800 RPM without exceeding 250 degrees F at the stator windings. Motor shall be 6 pole 3 phase AC induction type. Motor shall be capable of variable speed operation using a variable frequency power system. Motor shall be water cooled. NASA/ARC intends to purchase the 75 hp electric motor from Aerophysics Research Instruments LLC., the only known source. Aerophysics, the current manufacturer owns all proprietary rights available only from the original source. Aerophysics will provide the motor to conform to the existing operability and will make necessary repairs and maintenance. This procurement is a follow-on for production of a specialized motor from a previous action. Aerophysics Research Instruments LLC has the past performance and the proprietary knowledge for the drawings, design, tooling, and motor build. The motor shall be delivered within 30 weeks of release of contract and prior to 31 December 2014. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Timothy Joyce no later than 4:30 p.m. local time on 18 April 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Interested organizations need to also submit its plan to test the motor at NASA Ames Research Center to ensure the motor is fully compatible with the existing motor in the Rotary Wing Test Stand. Interested organizations will not be reimbursed for any costs associated with preparations, re-test or any associated follow-on adjustments to make the motor compatible. Additionally, the contractor is responsible for costs to fix any damages to the Rotary Wing Test Stand or the existing motor or specialized equipment as a result of any testing. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
