Description
This sources sought Notice is being issued as part of the U.S. Department of Education's (Department's) market research efforts to identify interested parties, and in particular small business companies, with the capabililties to meet its operational requirements for resource collection for the LINCS system. In doing so, the Department will host a webinar focused on providing interested parties with an overview of the requirements and to seek feedback from interested parties regarding the draft performance work statement (PWS). The primary goal of the LINCS Resource Collection project is to provide a collection of high-quality evidence-based online resources for adult educators at the state and local levels. These resources will enable educators to design and deliver high-quality learning opportunities for adults so they can succeed in further education and training. The Department's Office of Career, Technical, and Adult Education (OCTAE) is seeking a contractor to fulfill the following operational requirements: - Manage the project to ensure accountability and successful outcomes; - Recruit, train and manage reviewers to review materials for inclusion into the collection; - Identify, organize and expand subject-oriented collections of instructional and multimedia resources to help state and local adult educators improve the quality and effectiveness of instruction; - Develop new or revise existing evidence-based professional development resources informed by the highest quality researchavailable for use by adult education and literacy educators, and assure the quality of the professional development deployed through LINCS Regional Professional Development Centers (RPDCs); and, - Disseminate information on new resources in the collection to state and local adult educators through communities of practice and/or other appropriate means, and devise communications that promote the adoption of research into practice. · Given the nature of this requirement, the Department anticipates competing this requirement on an unrestricted basis using GSA Federal Supply Schedule 874 for Mission Oriented Business Integrated Services (MOBIS) Special Item Number 874-1, Integrated Consulting Services.
