Description

LIMITED-SOURCES JUSTIFICATION 1. Contracting Activity:Department of Veterans Affairs (VA) Office of Acquisition Operations Technology Acquisition Center 23 Christopher Way Eatontown, New Jersey 07724 2. Description of Action: The proposed action is for a 12 month firm-fixed price (FFP) contract for Statistical Analysis System (SAS) maintenance support, with Executive Information Systems (EIS). This effort is proposed to be awarded on a sole source basis under the General Services Administration (GSA) Federal Supply Schedule (FSS) Contract Number GS-35F-0170K to EIS, 6901 Rockledge Drive Ste 600, Bethesda MD, 20817-7836. 3. Description of the Supplies or Services: The proposed action is to provide SAS maintenance support for SAS Version 9.3. The maintenance renewal support will enable the Office of Information and Technology (OIT), Veteran Relationship Management (VRM) to continue to utilize the SAS statistical computational and analytical Toolset to analyze statistics on VA programs to inform and enable improved outcomes for Veterans though better methodology and improved efficiency and effectiveness of VA operations. Maintenance Support will allow the program to receive software patches and updates as needed on the software. The total estimated price of this proposed action is.The period of performance is 12 months from date of award. 4. Statutory Authority: Federal Acquisition Regulation (FAR) Part 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. 5. Rationale Supporting Use of Authority Cited Above: The proposed source for this action is EIS. EIS is the exclusive authorized reseller of SAS products and services of Version eight or higher as detailed in the market research section. SAS Analytics provides an integrated environment for predictive and descriptive modeling, data mining, text analytics, forecasting, optimization, simulation, and experimental design, as well as, dynamic visualization, predictive modeling, model deployment and process optimization. SAS provides a range of techniques and processes for the collection, classification, analysis and interpretation of data to reveal patterns, anomalies, key variables and relationships, leading to new insights and better answers faster. Only SAS offers an integrated suite of analytics software that provides the interoperability and compatibility with the current OIT environment. SAS software is the only complete functional statistical program that can be utilized by the Cooperative Studies Program Centers because of compatibility with existing clinical trial databases throughout the VA Program. This request is to provide annual software maintenance renewal for SAS products Version 9.3 currently installed on user work stations. Failure to renew the software maintenance will result in an inability to receive software updates including security patches and updates. SAS provides a range of techniques and processes for the collection, classification, analysis and interpretation of data to reveal patterns, anomalies, key variables and relationships, leading ultimately to new insights and better answers faster. SAS software is the only complete functional statistical program that can be utilized by OIT because of compatibility with existing data throughout VA and affiliated institutions. Without this analytical software supporting OIT's computing environment, OIT will not be able to provide VA with the latest analytical support for patient safety and healthcare outcomes initiatives, which are becoming increasingly large and complex. 6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional potential sources who could meet the Government's requirements. There is no competition anticipated for this acquisition. The ordering activity will post the justification along with the Request For Quotation to E-Buy in accordance with FAR 8.405-6(b)(3)). In accordance with FAR 5.301 and 8.405-6(a)(2), this action will be synopsized within 14 days of award on the Federal Business Opportunities Page (FBO) and the justification will be made publicly available. 7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the market place that would enable future actions to be competed. Additionally, this Limited-Sources Justification and the Request For Quotation will be submitted to all GSA Schedule 70 contract holders in order to fully notify all interested parties. Any proposals that are received will be evaluated. In accordance with FAR 5.202(a)(11), this effort is exempt from synopsizing since the proposed contract action is an order placed under an existing contract. 8. Market Research: Market Research was conducted on February 25, 2014 utilizing the National Aeronautics and Space Administration NASA Solutions for Enterprise Wide Procurement SEWP Government Wide Acquisition Contract (GWAC) Manufacturer Lookup tool and the GSA Advantage Product tool. VA identified zero resellers for SAS products on the NASA SEWP GWAC. On February 25, 2014 it was discovered EIS is the exclusive reseller of SAS products and services of Version eight or later to the US Government. Furthermore, on February 26, 2014 a Request for Information (RFI) was posted on the Federal Business Opportunity (FBO) Page to verify if there are any authorized resellers who can provide the maintenance support for SAS Version 9.3. On March 3, 2014, the RFI closed; one company responded to the RFI. EIS was the only company capable of providing the SAS maintenance renewal for SAS Version 9.3. 9. Other Facts: None.
