- Manufacturing Readiness Assessment Expert The United States Air Force, LCMC/Operational Contracting Branch, Wright Patterson AFB, Ohio 4533-5344. This is a sole source synopsis published for informational purposes only. This proposed action is for the procurement of Manufacturing Readiness Assessment (MRA) Expert services for the period of performance from 16 April 2014- 15 June 2014. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This Proposed procurement will be a sole source under North American Industry Classification System Code (NAICS) 611430, Size Standard $10.0 Million. The proposed sole source is Thomas Latoskie, Dayton, Ohio 45414. The purchase is for an MRA Expert. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The MRA Expert shall be well versed in assessing manufacturing readiness and quality assurance and certified as level III in the Production, Quality, and Manufacturing field by the DoD Acquisition Professional Development Program. This individual shall possess expertise in assessing manufacturing readiness and quality assurance to include reviewing acquisition programs, manufacturing plans, and resolving manufacturing and quality assurance issues, speaking with technical authority as a member of working groups and similar teams, and preparing and conducting manufacturing readiness assessments for acquisition programs, to include physical inspections of contractor facilities and manufacturing and quality assurance procedures. Mr. Thomas Latoskie is the only responsible source that can fulfill agency requirements for the period specified on this effort. Only inquiries/information received by this date will be considered. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “FA8601-14-T-0118. “ Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe, or.zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB. If sending attachments with e-mail ensure only.PDF,.doc, docx,.xls and xsls documents are sent. The e-mail filter may delete any other form of attachments.
