THIS IS A PUBLIC NOTICE.THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE. THIS PUBLIC NOTICE DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. THIS NOTICE IS INTENDED AS A FORECAST TO INFORM THE PUBLIC OF VARIOUS REQUIREMENTS THAT THE NATIONAL INSTITUTES OF HEALTH ANTICIPATES AWARDING IN FISCAL YEAR 2014. THIS NOTICE IS INTENDED FOR INFORMATION PURPOSES ONLY AND SHALL NOT COMMIT THE NATIONAL INSTITUTES OF HEALTH (NIH) TO ISSUE A SOLICITATION FOR THESE REQUIREMENTS. The solicitation number for this acquisition is HHS-NIH-OD3-OLAO-SS-14-805. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform the following potential requirement. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. The National Institutes of Health, Office of Research, needs to update the software & hardware for the Accscan II and Fastcan whole body counting systems it owns. The system and equipment were purchased in 2011 to perform gamma analysis to determine internal activity concentrations for personnel using radioactive materials for research, as required by the NRC (Nuclear Regulatory Commission). With the NIH-wide change from Windows XP to Windows 7 operating systems, the ABACOS software used to operate the systems has become obsolete and requires upgrades. This also will include installation and calibration as well. If your organization has the potential capacity to perform these contract services, please provide the following information: (1) Organization name, address, email address, web site address, and telephone number (2) DUNS number and size and type of business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code shall be included with the capability statements. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
