Description

The Naval Surface Warfare Center, Carderock Division, NSWCCD intends to negotiate on a sole source basis with Panakeia, LLC, 44 Mine Road, Suite 2-180, Stafford, VA 22554. The Contractor shall design, develop and qualify an AC Power supply for the SAROS TM Oxygen System, Model 3000 to meet the Electromagnetic Interference (EMI) requirements for submarines as stated in MIL-STD-461F. The Government anticipates awarding a firm-fixed price purchase order in accordance with FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, under the authority of 10 U.S.C. 2304(c)(1). This notice of intent is not a request for competitive quotes. However, all quotes received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed purchase order among responses to this notice is solely within the discretion of the Government. Written requests can be submitted to the Naval Surface Warfare Center, Carderock Division Philadelphia Office, 5001 South Broad Street, Philadelphia, PA 19112-1403, Attn: Dorothy Jones, Code 4230. The Request for Quote (RFQ) will be released on or about 21 April 2014 and will close fifteen days thereafter.
