- J&A HQ0013-14-C-0004 1.0 GENERAL: This is a non-personal services contract to provide Administrative, Technical, and Academic support services to the Africa Center for Strategic Studies (ACSS). The Government shall not exercise any supervision or control over contractor employees performing services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to support ACSS as defined in this Performance Work Statement except as Specified in Part 3 below, as government furnished property and services at ACSS facilities and at ACSS contracted facilities. 1.2 Background: Launched in 1999, ACSS supports United States foreign and security policies by strengthening the strategic capacity of African states to identify and resolve security challenges in ways that promote civil-military cooperation, respect for democratic values, and safeguard human rights. The center engages African partner states and institutions through rigorous academic and outreach programs that build strategic capacity and foster long-term, collaborative relationships. 1.2.1 ACSS builds strong relationships between the United States and African nations by focusing on defense institution building initiatives through the execution of security cooperation programs focused on Africa. This includes engaging African partners, states, and institutions through focused and efficient academic programs, outreach, and research as a conduit for an African security policy dialogue. OBJECTIVES: The requirements for this contract are to provide Administrative, Technical, and Academic support services. The contractor shall provide qualified personnel to perform tasks in support of ACSS in accordance with this Performance Work Statement (PWS). The contractor will conduct business in a fashion that is consistent and compliant with Federal and DOD regulations, ACSS and DCSA regulations and standard operating procedures (SOPs). Hours listed for Performance Objectives are only estimates and not binding on the Government. 1.3.1 To perform this work successfully requires special and expert knowledge, skills and experience in disciplines not resident within ACSS. Continued utilization of contractors with specialized knowledge and expertise is required in accomplishing critical, time-sensitive tasks. The services requested are intended to support ACSS in a range of cross-functional areas, as outlined in this PWS below. 1.4 Period of Performance: The period of performance is for six (6) months. 2.0 Justification and Approval (J&A): A justification and approval document (J&A) to justify other than full and open competition was approved for this action. 2.1 Statutory Authority Cited. Test Program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) as implemented by FAR 13.501(a)(1)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 2.2 Reason for Authority Cited: Pursuant to FAR 6.302-1(a)(2)(iii)(B), this requirement is available only from the incumbent contractor for the services described above. Award to any other source at this time would result in unacceptable delays in fulfilling ACSS mission requirements. 2.3 The J&A is attached to this announcement.
