- NASA/GSFC has a requirement for the acquisition of 6 Engineering Model Filters (EMF)accordingly: NICER Thermal Shield EMF: 2 each: 30nm Al/120nm LUXFilm Polyimide film 2 each: 30nm Al/140nm LUXFilm Polyimide film 2 each: 30nm Al/160nm LUXFilm Polyimide film Films to be mounted on a custom patterned mesh and frame with a 106mm ID. NASA/GSFC intends to purchase the items from the Luxel Corporation. Luxel has previously supplied thermal film for ASTRO-H, and GEMS. They are capable of providing a thin aluminized polyimide film that can survive the launch environment, such as vibration, and acoustics. The thin aluminized polyimide film needs to be transparent as much as possible to maintain the large photon collecting area; the film thickness needs to be ~0.12 micron-m (based on X-ray transmission). At the same time, the film needs to survive the launch environment, such as vibration, acoustic, etc. The Project shall acquire three different thicknesses, 0.12, 0.14, and 0.16 micron-m with 300 A aluminum layer on one side for testing purposes (diameter of~100 mm). The thermal films have to be flight proven hardware. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on April 17, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
